Only contractors who have been issued a prequalification certificate by the sc department of transportation will be allowed to submit bids. Information concerning prequalification can be obtained at the Contracts Administration office, Room 332 in the Headquarters building, 955 Park Street, Columbia, SC, or by contacting Maria Devito at (803)737-2043 or Prequal@scdot.org. Unless otherwise indicated in the advertisement, no proposal will be considered unless accompanied by a bid bond in the amount of 5% of the Approximate bid amount, written by a surety satisfactory to the Department, properly executed in South Carolina Department of Transportation Form 674 (furnished by the Department in each proposal). If an electronic bond is utilized, the Bond ID number must be provided on the Surety 2000 or SurePath Network electronic bond form. No other form of proposal guaranty will be accepted. The south Carolina department of transportation reserves the right to reject any or all proposals and waive any technicalities. SC DOT - 210 - Richland County Rehabilitation PROJECT DESCRIPTION a. This Project involves installation / repair / replacement of signal detection devices, including but not limited to inductive loops, video detection systems or wireless loops. The intersections involved are within the limits of the resurfacing project. b. In accordance with the Traffic Signal Supplemental Technical Specifications, installation of signal detection is vital to the effective operation of the traffic signal and detection shall be maintained during the life of the resurfacing project. i. All detection shall be installed in accordance with the Traffic Signal Supplemental Technical Specifications and Standard Drawings. ii. Contractor shall coordinate with Engineer to determine what type detection and signal timings are in place, as system timings and operations rely on an operational detection system. iii. The Engineer may revise the final detection placement and detection type. iv. Side street detection and detection for left turn phases shall be maintained during the life of the project, either through repair/replacement of inductive loops, installation of video detection or other approved detection method. Video detection shall be installed prior to the milling of existing loops. v. Contractor shall maintain all detection for an adaptive or traffic responsive signal system, for the life of the project. vi. If wireless detection is in place, the contractor shall remove the sensors and replace them when the project is completed. Temporary detection, such as video detection, shall be used until the wireless detection is replaced.and operational. Wireless detection sensors are coded to a specific lane and location. Contractor shall ensure they are replaced back in the lane they were removed from. vii. Contractor may propose other detection systems for temporary detection for approval by the Engineer.
