Furnish all labor and equipment necessary for landscape maintenance at various locations for Village rights of-way, including mowing detailed in Appendix C and D. This project involves the maintenance of landscape throughout the Central Business District, commuter lots, designated municipal facilities and right-of-way(work sites). The contractor agrees to furnish all labor, aggregate materials, tools, equipment and traffic control to perform the work specified by the Village in this document. Contractor agrees to regular communication with Owners Project Supervisor. All special mowing requests by Owners Project Supervisor will be scheduled within three business days from time of request. All proposals for the work shall be made on the blank Contract/Proposal forms attached to this Request for Proposals and shall be complete with a price for each and every item named in the Schedule of Prices section (Attachment B) of the Contract/Proposal form. Firms shall also provide sufficient information and materials to demonstrate their work experience along with a list of equipment that will be allocated to this project. All proposals must be signed by an authorized official. Proposals that contain omissions, erasures, alterations, or additions not called for, conditional or alternate bids unless called for, or that contain irregularities of any kind may be rejected. A complete package consisting of the Contract/Proposal form, reference form, contractors certification form, acceptance form and Attachment B shall be submitted for the proposal to be considered complete. Clarifications Owner reserves the right to make clarifications, corrections, or changes in this Request for Proposals at any time prior to the time proposals are opened. All bidders or prospective bidders will be informed of said clarifications, corrections or changes. The successful Bidder will be required to furnish certificates and policies of insurance as required by Section 4.B of the Contract upon award of the Contract. Each Bidders Proposal must be accompanied by a letter from Bidder's insurance carrier or its agent certifying that said insurer has read the requirements set forth in the Contract and will issue the required certificates and policies of insurance upon award of the Contract to Bidder No proposal shall be withdrawn for a period of 45 days after the opening of any proposal. Proposals that are not submitted on the Contract/Proposal form or that are not prepared in accordance with these instructions to Bidders may be rejected. If not rejected, Owner may demand correction of any deficiency and accept the deficiently prepared proposal upon compliance with these Instructions to Bidders. Consistent with all of the terms and conditions outlined in the Contract/Proposal for Landscape Maintenance Services Proposal dated February 15, 2024, the undersigned offers the following prices including all supervision, labor, materials and equipment for providing landscape maintenance services for the period of May 1, 2024 through April 30, 2025. This proposal includes revised quantities for locations added in 2021-2023. The initial term of this agreement shall be from the date that the agreement is executed until April 30th, 2025 The Owner reserves the right, but shall be under no obligation, to offer to renew the term of the agreement by one year periods for a maximum of four (4) additional years, if approved and accepted in writing by both the Contractor and Owner. Owner shall notify the Contractor of their desire to renew the Contract for an additional project year on or about January 1 of that project year. Contractor shall notify Owner not later than January 15th whether or not they will enter into a renewal of the Contract with Owner at the adjusted Unit Prices for that year. If the Contract is not renewed for any project year, it shall not be renewable for any subsequent project year. Owner reserves the right to accept the proposal that is, in its judgment, the best and most favorable to the interests of Owner and to the public; to reject the low price proposal; to accept any item of any proposal; to reject any and all proposals; and to waive irregularities and informalities in any proposal submitted or in the request for proposal process; provided, however, the waiver of any prior defect or informality shall not be considered a waiver of any future or similar defect or informality. Bidders should not rely upon, or anticipate, such waivers in submitting their proposal. The owner reserves the right to award the base bid (including supplemental items) and alternate bid proposals to separate contractors. Upon acceptance of the successful Bidder's proposal by Owner, the successful Bidders proposal, together with Owners notification of acceptance in the form attached to this Request for Proposals, shall become the contract for the Work.
