NETWORK CONTRACTING OFFICE 2 Albany/Bath/Bronx/Canandaigua/Northport/Syracuse Medical Centers Hudson Valley/New Jersey/New York Harbor Healthcare Systems WNY Upstate New York Healthcare System STATEMENT OF WORK Fisher House Renovate Bldg. 56 VAMC, 113 Holland Ave., Albany, NY I. BACKGROUND AND PROJECT DESCRIPTION The Samuel S. Stratton Albany VA Medical Center Fisher House is currently seeking to renovate the interior of the Fisher House. The items for the Scope of Work in the Fisher house include, but not limited to the following: Contractor shall provide all labor, materials, and travel to renovate seven (7) bedrooms this will include Removing @2,700 sq ft of carpet and installing prefinished hardwood flooring. Patch and paint @400 sq ft of ceilings Patch and paint @12,000 sq ft of walls Paint 20 doors. Replace light fixtures Install and finish @550 lin ft of baseboard and shoe base trim Renovate existing bathrooms 1 in each room. To include Remove existing tub enclosure. Install walk in shower. Install new shower trim kit Tile @450 sq ft of floors Install new vanity. (Handicap accessible in rooms 1 and 2) Install new toilet Install new faucet Remove wallpaper (rooms 6 and 7) Repair wallboard as necessary Install new baseboard and shoe base trim Paint @1,900sq ft of wall Paint @400 sq ft of ceilings Paint @9-bathroom doors Install new bath accessories Install new glass shower doors installed. Contractor shall provide all labor, materials, and travel to renovate Upstairs hallway and first floor common areas. This will include. Remove wallpaper and chair rail in Foyer and Dining Room Patch and paint @1,300 sq ft of walls. Patch and paint @500 sq ft of ceilings. Refinish @1400 sq ft of hardwood flooring. The contractor shall work with the Fisher House Interior Designer for appropriate selection of higher-end finishes and light fixtures to accomplish a warm, more comforting atmosphere to the area. II. ADDITIONAL INFORMATION The Contractor shall provide all labor, supervision, and materials necessary to perform the work as indicated in this scope of work, and project specifications attached. The Contractor shall make every effort to maintain the existing conditions that are not part of the project. In addition to following FAR 52.236-9, Protection of Existing, Structures, Equipment, Utilities, and Improvements the Contractor shall remove or alter existing work in such a manner to prevent injury or damage to any portions of the existing work, which is to remain. The Contractor shall repair or replace portions of the existing work, which have been altered or damaged during construction operations to match existing or adjoining work, as approved by the Contracting Officer and at no cost to the government. At the completion of operations, the existing work shall be in a condition equal to or better than that which existed before new work started. The Contractor shall verify all existing conditions on the site and in the facility infrastructure that the proposed project may affect before the commencement of any construction. This includes but is not limited to, verifying the locations and elevations of existing utilities, verifying site items as shown on the any applicable project drawings and taking appropriate field measurements. The government will not be held responsible for bidding errors made or the failure to adequately inspect the job site for existing conditions, dimensions or to fully review manufacturer s information related to the project. All bidders are strongly encouraged to inspect the job site prior to submitting bids. All discrepancies between the specifications and manufacturer s recommendations shall be brought to the attention of the Contracting Officer s Representative prior to the commencement of work. The Contractor shall abide by the Scope of Work regardless of whether or not a manufacturer calls for the task, level of preparation, etc. in question. The only exception is where the Contracting Officer agrees in writing that the item or task specifically voids a manufacturer s warranty and may be omitted. A credit for the work not performed may be due to the government in such circumstances at the discretion of the Contracting Officer. For this project the C&A requirements do not apply, and that a Security Accreditation Package is not required. III. SCHEDULES The work shall be substantially complete no later than 90 calendar days after receipt of the Notice to Proceed unless otherwise agreed to in writing with the Contracting Officer. Provide the government a construction project timeline that includes but is not limited to submittal submission dates, start of construction, milestones, completion of construction, and final hand over to government for occupancy that is less than or equal to 90 calendar days. IV. CONTRACTOR PERFORMANCE Use good construction practices and standards in completing all work. All work shall be performed by laborers that are fully versed and experienced in the trade that they are employed to do. Coordination with the government, of project and scheduled items, shall be a regular occurrence, initiated by the Contractor. The VA s Contracting Officer s Representative shall monitor all work done during the project duration. The Contractor will immediately correct any work that the Contracting Officer s Representative deems unacceptable or not in accordance with the plans or specifications. Magnitude of Construction is between $500,000 and $1,000,000. Completion Time is ninety (90) calendar days from the issuance of the Notice to Proceed. To preserve the integrity of the procurement process, please compile all questions and requests for information (RFI's) and submit those inquiries in one email to Mr. Les Griffith, Contracting Officer, at lester.griffith@va.gov. Questions and RFI's must be received no later than March 19, 2024 at 2:00pm Eastern Standard Time (EST). Note that RFI's received after that date may not be accepted and risk is on the offeror. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
