The project will also install new storm sewer pipe and drainage inlets from Sumac Ave. to Wonderland Creek and replace the existing Wonderland Creek CMP culvert with a larger concrete box culvert to meet floodplain development requirements. The existing travel lanes on the roadway will receive a 2" asphalt mill and overlay. To allow for the construction of the continuous sidewalks, the existing street trees located in right-of-way will be removed. Tree removals need to be scheduled ASAP. 2. Potholing of all existing utilities vs the proposed storm sewer and box culvert will be completed and provided to the project engineer prior to any work on the storm sewer or box culvert. 3. All work pertaining to the construction of the box culvert needs to be completed first. 4. Sidewalk and intersection improvements on the west side of 19th Street need to be completed prior to work on the east side of 19th Street so that a pedestrian route is always available during construction. 5. Only one side of one intersection can be fully closed at one time and only 2 block lengths on one side of the roadway may be under construction at one time. Completion includes construction of all features and backfill/grading completed between back of curb and right-of-way. Only landscaping and milling and final lift of asphalt pavement can be coordinated at a later date. 6. Only one block of driveway can be impacted at any one time. Coordination with the property owner for the closure of their driveway is required. A minimum of 10 days notice to the resident is required for any driveway work within temporary construction easements. The contractor has a maximum of 30 days to fully reconstruct each driveway within the temporary construction easement including all backfill, seeding/restoration, joint sealing, etc. Per the agreed upon temporary easement, a continuous 30 days is the maximum amount of time granted to the contractor for access onto private property. 7. Coordination and limited closures for access to any of the schools located within in the construction zone is required prior to the start of work at those locations. 8. Coordination with the Githens Acres ditch company is required. The ditch is operational generally from April to October. All work that impacts ditch flows will have to be outside of this time frame or with ditch company approval. 9. The Contractor shall notify the Engineer of the proposed start date. A project schedule, initial phasing plan, required initial MHT's and other required items as determined by the Engineer shall be submitted in advance of the start of work. The preconstruction conference shall precede the start of work sufficiently to allow for adequate coordination with other entities. The Contractor shall complete all work within 450 calendar days. Bonding Requirements - Bid Bond 5 % The proposal guaranty shall be a certified check, cashier's check, or bid bond in the amount of 5 percent of the Contractor's total bid. The lowest responsible and best bid shall be accepted; provided, however, that the city, acting through its duly authorized representatives, shall have the right to reject any and all proposals and waive any informality or irregularity contained in said proposal.
