This is a SOURCES SOUGHT notice to determine the capabilities of firms of any size for a potential contract, which may range from $75 million to $150 million. This notice does not constitute a Request for Quote (RFQ), Invitation for Bid (IFB), Request for Proposal (RFP) or promise to issue a solicitation announcement in the future, nor does it restrict the Government to an ultimate acquisition approach. This notice is only a request by the Government to collect information from Architect- Engineer (A-E) firms for the purpose of Market Research used to make acquisition decisions. Not providing a response to this Sources Sought will not prohibit/exclude your company from participating in any future solicitations. No solicitation or technical scope of services is available at this time. Firms are strongly encouraged to review this SOURCES SOUGHT and submit according to the directions in this notice. Any information submitted to this Sources Sought is strictly voluntary. The Naval Facilities Engineering Systems Command, Hawaii (NAVFAC Hawaii) will neither award a contract solely on the basis of this notice, nor pay for any information that may be submitted by respondents to this Sources Sought. The A-E services will be for design and engineering services for projects at various locations under the cognizance of NAVFAC Hawaii. The A-E services is for Engineering Services (NAICS 541330), but may involve multi-disciplines. All work shall be performed in accordance with applicable Federal, State, and local policy, guidance, regulations, and laws including, but not limited to, the Unified Facilities Criteria (UFC) requirements. Please provide your response to the following. (1) Offerors information. SUBMISSION REQUIREMENTS: Complete Attachment (1), Offeror Information. (2) Offerors capabilities to perform based on the following criteria: (a) Specialized Experience. Provide your firms specialized recent and relevant project experience in the design of Structural projects: Each project/contract shall be approximately $20 million or more for new construction or approximately $10 million or more for repair/renovation/alteration/retrofit projects in estimated construction costs if the construction contract has not been awarded, or the awarded construction value if the construction contract has been awarded. The design shall be completed within the past ten (10) years and may be exclusive of Post Construction Award Services (PCAS) work. Types of Relevant Structural Projects: Design of new construction and/or repair/renovation projects of concrete parking structures; corrosion repair of large industrial facilities (such as wastewater treatment plants) or waterfront structures (such as piers or wharves); seismic evaluation and retrofit of existing buildings; new waterfront facilities (such as warehouses or waterfront operation buildings); and new waterfront structures (such as piers or wharves). It is preferred for firms to demonstrate diverse experience in relevant projects. Types of design and engineering services: Military Construction (MILCON) Project Documentation (DD Form 1391); Functional Analysis and Concept Development (FACD)/Concept Design Workshops (CDW)/Design Charrettes; Design-Build (D-B) Request for Proposal (RFP) construction documents; Design-Bid-Build (DBB)/Final Design construction documents; and Engineering Studies and Reports. SUBMISSION REQUIREMENTS: Complete Attachment (2), Specialized Experience. Provide no more than ten (10) projects completed within the last 10 years. If more than ten (10) projects are submitted, the Government will only evaluate the first ten (10) projects in the order submitted. All projects must have been completed by the Firm, either as the Prime or sub-consultant; projects not meeting this requirement will be excluded from consideration in the evaluation. If the firm is proposing as a joint venture for this sources sought notice, projects performed by the joint venture should be submitted; however, if there are no projects performed by the joint venture, projects by each joint venture partner must be submitted. Projects designed and constructed for DoD facilities located in Hawaii and tropical environments similar to Hawaii, Guam and Pacific Ocean areas are desirable. Any additional information provided for this criterion outside of Attachment (2) will not be considered. (b) Professional Qualifications. Provide key personnel's U.S. professional license (include State and discipline), certification, registration, license and/or accreditation in appropriate disciplines, number of years of experience, firm name and location, education; and indicate their role (e.g. Principal, Structural Project Manager, etc.) Provide specialized recent experience and technical competence of key personnel for projects involving new Recent Relevant Structural Projects as described above. Each project/contract shall be $20 million or more for new construction or $10 million or more for repair/renovation/alteration/retrofit projects in estimated construction costs if the construction contract has not been awarded, or the awarded construction value if the construction contract has been awarded; completed within the past ten (10) years; and in tropical environments similar to Hawaii. Types of design and engineering services include specialized experience in Military Construction (MILCON) Project Documentation (DD Form 1391); Functional Analysis and Concept Development (FACD)/Concept Design Workshops (CDW)/Design Charrettes; Design-Build (D-B) Request for Proposal (RFP) construction documents; Design-Bid-Build (DBB)/Final Design construction documents; and Engineering Studies and Reports. SUBMISSION REQUIREMENTS: Complete Attachment (3) for each key personnel in the Structural discipline from the Prime A-E only. Submit resumes for no more than five (5) Structural Engineers (SEs), including at least one (1) Principal-in-Charge and two (2) Structural Project Managers/Engineers. Resumes should indicate: professional registration, certification, licensure and/or accreditation in appropriate disciplines; cite recent (completed within the past 10 years) project-specific experience in work relevant to the services required; and indicate proposed role (not current position in the firm). Do not submit resumes for key personnel for other disciplines or from your sub-consultants. Provide no more than five (5) projects for each key personnel. Provide an Organization Chart indicating all major disciplines on your team (i.e. subconsultant's company names and their discipline). Resumes or qualifications of these other disciplines should not be submitted. Any additional information provided for this criterion outside of Attachment (3) and the Organization Chart will not be considered. (c) Capacity. SUBMISSION REQUIREMENTS: Provide a written narrative describing your firm's present workload and availability over the next five (5) years to perform approximately $75 million to $150 million of work in the required time. Indicate your firm's ability to accomplish multiple projects concurrently and ensure continuity of services. Task orders will generally be between $200,000 and $4,000,000. (Estimated construction cost of a project is estimated to be $10,000,000 or more.) It is possible there will be several large and small task orders issued concurrently requiring quick turnaround. Firms that do not have the capacity to perform on contracts within the ranges specified above should indicate what their realistic capacity (in dollar value) is in a given year. The Government may consider potential contracts with smaller or larger values depending on information obtained from this market research. OTHER SUBMISSION REQUIREMENTS: Your submission is limited to a total of approximately 25 pages. The format shall be electronic in PDF format. Use 8-1/2 x 11 paper format, typed with a minimum 10-point font size, one-inch margins on all sides when providing narratives for Criteria 2(c). Submit your qualification statement as one complete PDF file (multiple files will not be accepted). Number each page of your submission. Any information provided to the Government in response to this announcement will become U.S. Government property and will not be returned. All proprietary or classified information will be treated appropriately.
