Install District-Provided HVAC Equipment at Fairlawn and Miller Elementary Schools Pursuant to Public Contract Code 20111.5, only General Contractors prequalified by the District will be eligible to submit a bid for this Project. All first-tier Mechanical, Electrical, and Plumbing Subcontractors must also be on the District's prequalified Contractors list. The Prequalification process is coordinated through online Disabled Veteran Business Enterprises (DVBE) Participation Requirement State law and regulations adopted by the State Allocation Board (SAB) require that State-funded contracts have participation goals of 3% for Disabled Veteran Business Enterprises as defined in Public Contract Code Section 10115.1.
