Bids shall be prepared as set forth in "Instructions to Bidders", enclosed in a sealed envelope bearing on its face the name and address of the Bidder and the title of the Work to which the bid enclosed relates. As bid security, each proposal shall be accompanied by a certified check or Bid Bond made out to the Owner, in an amount not less than five percent (5%) of the Base Bid amount, subject to the terms and conditions described in the "Instructions To Bidders." The Owner reserves the right to waive any information in, or to reject, any and all bids. No bidder may withdraw his proposal within forty-five (45) days after the actual date of the opening thereof. Bids must be prepared and submitted in accordance with the Instructions to Bidders. The successful Bidder must furnish a Performance Bond and a Labor and Material Payment Bond in accordance with the Instructions to Bidders. Attention of Bidders is particularly directed to the requirements of the conditions of employment to be observed and the prevailing hourly wage rates and supplements to be paid under the Contract. Homer High School scope includes building-wide selective demolition and renovations with some infrastructure improvements, no additions; Homer Intermediate/Jr. High scope includes buildingwide selective demolition and renovations, no additions; Homer Elementary scope includes selective building-wide renovations, no additions.
