The City San of Bruno ("City") is requesting proposals from qualified consultants to conduct a comprehensive Development Impact Fee Study to support a citywide impact fee program that meets the requirements of the Mitigation Fee Act (California Government Code Section 66000 et seq., also known as "AB 1600"), a Comprehensive Cost of Services Study, and a Cost Allocation Plan Study. There is a separate scope of work for each of the studies. Consultants will submit proposals for all studies in this RFP. The City is located on the San Francisco Peninsula in San Mateo County, California, approximately 12 miles south of downtown San Francisco. The City encompasses roughly 5.5 square miles and has a population of approximately 43,000. The total budget for the 2023-24 fiscal year is $234 million which is composed of $132 million for operations and $102 million for capital projects. The General Fund's appropriations of $66 million support the main operations of the City including police, fire, public services, community services, community development and general administration. Special revenue funds include Streets, Federal and State grants, Gas Tax, Traffic Safety and Public Safety Augmentation to name a few. The City operates its own water and wastewater utilities and cable operations.
