Last Day to Submit Written Inquiries March 18, 2024 Responses to Written Inquiries March 25, 2024 The East County Advanced Water Purification (East County AWP) Joint Powers Authority (JPA) is requesting proposals from qualified, competent, and experienced utility locating consulting firms (Consultant) to provide utility locating services as set forth in this Request for Proposals (RFP) and in compliance with all applicable laws, regulations, policies, and procedures to support the JPA's DigAlert program for a period of up to five fiscal years (FY 2024 - FY 2029). Consultants submitting proposals must be prepared to enter into a service agreement ("Agreement") for the duties as set forth in this RFP. The intent of this RFP is to provide the JPA with the ability to obtain consulting services in a timely manner and on an as-needed basis. Utilities to be located in support of this program include raw water, potable water, wastewater, associated appurtenances, and fiber optic communication facilities. A detailed description of the Consultant-provided services to be performed are given in Exhibit A. The Consultant shall complete research and perform field surveys to identify and locate subsurface utilities and related appurtenances to minimize accidental damage or disruption of service due to construction excavation activities.
