Welcome to the Metropolitan Airports Commission (MAC) consultant selection process. We appreciate you taking the time to download and review this Request for Qualifications (RFQ). The MAC invites consultants that meet the requirements set forth in this RFQ to submit a Statement of Qualifications (SOQ) to provide sustainability and climate resiliency services as outlined in this document. There is no requirement that a consulting firm have previous work experience with the MAC, and the review team will conduct an unbiased evaluation of all submittals. The successful proposer will be designated as a continuing consultant for a period of up to six years. Under current MAC policy, continuing consultants must participate in an RFQ process once every six years. Questions/Inquiries Due :February 9, 2024 MAC Responses to Questions/Inquiries : February 20, 2024 Interviews by Review Team April 15, 2024 (week of) Selection recommendation to PD&E Committee : June 3, 2024 Approval by Full Commission :June 17, 2024 Potential Interview Date: April 15, 2024 (week of) Time & Location: TBD, Metropolitan Airports Commission It is anticipated that this selection process will be completed on or around June 17, 2024, and that services could begin as early as July 1, 2024 The selected proposer(s) and any identified sub-provider(s) must be able to provide the MAC with the services outlined below as needed/requested. The MAC would accept a proposal that combines the services of more than one provider, so long as a lead provider is identified and will be responsible for the completion of services for the entire project and the individuals on the team supporting the MAC are identified. All payments will be made to the lead provider who will bear responsibility for paying any and all sub-providers. 1. Project Management: a. Under the direction of MAC staff, provide staffing to supplement MAC staff to lead or support projects, various meetings and/or initiatives b. Work effectively with MAC cross-functional staff and other consultants who are engaged in different activities related to sustainability programs and projects 2. Developing and implementing strategies to achieve 2030 board approved sustainability goals and MAC strategic plan goals: c. Support implementation and analysis of bi-annual employee engagement sustainability, which is the tool used to measure the employee engagement goal d. Provide expertise, input and support to develop roadmaps to achieve the 2030 goals - including data analysis and reporting e. Provide needed expertise that is not available from MAC staff, either due to specialized knowledge or capacity constraints. This includes current topics such as climate resilience, emissions reduction, life cycle management, community engagement, waste management, purchasing, transportation, behavior change and rapidly emerging and developing topics, such as buy backs, SAF, electrical aviation and embodied carbon f. Provide input into grants and sponsorship proposals and government appropriation applications by providing specific technical and other expertise g. Provide independent recommendations and analysis of project ideas for staff to consider h. Knowledge of climate impacts and vulnerabilities and experience with developing strategies to mitigate and address i. Expertise with data and analytics related to sustainability and climate resilience, including emissions, waste, water and engagement 3. Change management and engagement: j. Under direction of staff, lead discussions and solicit ideas and input from staff, consultants and stakeholders, build consensus to help achieve a shared vision k. Under direction of staff, design stakeholder engagement programs and plans to engage various constituents that are part of or connected to MSP and MAC l. Provide guidance and expertise to help recognize and adjust to the tensions and adjustments that organizations and employees experience in sustainability and climate adaptation work. m. Ability to recognize situations that benefit from change management practices and partner with staff to support change and bring employees along with important change n. Experience with recognizing and advising on where organization is ready to move quickly and where more time is needed 4. Communication and engagement: o. Provide guidance, feedback and support as needed for written and verbal communications related to sustainability that includes both internal and external channels. p. Review and evaluate the methods used to communicate and build engagement and support for sustainability throughout the MAC organization. As needed, recommend strategies for improving effective connection and engagement. Questions or inquiries concerning this RFQ must be submitted by 4:00 p.m. central time on February 9, 2024, and emailed to: Emmy Waldhart Manager, Sustainability Emmy.Waldhart@mspmac.org Responses to all questions received in writing will be made via email and will be shared with all firms that have obtained this RFQ, unless specific questions are of a confidential or proprietary nature and identified as such by the inquirer. Submission of a SOQ indicates acceptance by a proposer of the conditions contained in this RFQ. MAC does not promise to accept the lowest fee structure or any other single factor and specifically reserves the right to reject any or all SOQs, to waive any formal SOQ requirements, to request additional information or clarifications from any proposer, to allow corrections in any SOQ, to investigate the qualifications and experience of any proposer, to reject any provisions in any SOQ, to obtain new SOQs, to select one or more proposer for all or part of the requested services, to negotiate the requested services and contract terms with any proposer or to proceed to do the work otherwise. Incomplete or insufficient SOQs may be returned for completion or may be rejected by MAC. Firms/Consultants responding to this RFQ are not entitled to compensation from MAC for any expenses incurred in preparing their submittal or by participating in this RFQ process. All services provided by the successful proposer as a result of this RFQ, including information obtained and reports generated regarding airport-related issues, must be treated by the successful proposer as confidential and must not be divulged, in whole or in part, to any person other than to MAC, without prior written approval of MAC. The method of Contractor Selection has not been Determined at this time.
