An internal examination of documents, policies, and grant materials shall be done at the beginning of the process to include, but not limited to, the program's foundational documents (statute, regulations, bylaws); the program's structure; audit of previous strategic plan; economic impact study; recommended performance measures; heritage area planning documents; and current grant policies, guidelines, applications, and agreements. This task shall include at least one in-person meeting with MHAA staff in the Crownsville office location. The contract term shall start upon finalization of contract with the selected consultant or consultant team, and the Services are to be completed no later than the end of January 2025.
