Site work and paving for a road / highway in Canton, Ohio. Completed plans call for site work for a road / highway; and for paving for a road / highway.

On and afterFebruary 8, 2024, from 7:30 AM to 4:00 PM, Monday through Friday, specifications and other contract documents are on file for review at: Stark County Engineer's Office, 5165 Southway Street SW, Canton, Ohio 44706. (Phone 330-477-6781) Only bidders of record will receive addendum to the specification, if any. The County nor AA Blueprint is not responsible if bidding documents so mailed are received too late for filing a timely bid. The only bids that will be accepted will be those of bidders of record. Bidders of record are those who have signed the bidders list, obtained specifications and paid the prescribed fee. The Total Engineer s Estimate for the project is: $1,250,000.00 Notice: Upon receiving a responsible and responsive low bid, the County will proceed with Award of the Contract. The County will issue the Notice to Proceed after the Contract is fully executed. Upon receipt of Notice to Proceed and approval by the Engineer the Contractor shall order all of the required slag to complete all of the resurfacing base bid and approved alternates. The Contractor will be paid for stored materials, but shall not begin construction until July 1, 2024 and shall be substantially complete with work before September 1, 2024. Please take this into consideration when preparing your bid. Construction work shall be subject to the prevailing wage rates established by the Ohio Department of Industrial Relations. A pre-bid conference will not be held by the Stark County Engineers. If any questions or clarifications are needed answered, please email them to us prior to 10:00AM on February 26, 2024 and we will address them accordingly. Each bid shall be in conformity with the Ohio Revised Code and all bids and certificates shall be upon the forms furnished with the specifications. All bids shall be delivered to the office of the Stark County Commissioners, at or prior to the date and hour specified for receiving bids. In the case of corporations not chartered in the State of Ohio, the bid shall be accompanied by a proper certificate of the Secretary of State, certifying that such corporation is authorized to do business in Ohio. Each bid shall be accompanied by a bid guaranty in the form of (1) a certified check, or cashiers check, or letter of credit equal to ten percent (10%) of the bid; or (2) a bid guaranty bond for the full amount of the bid; both forms of guaranties as provided in Chapter 153 of the Ohio Revised Code and in the project specifications. The amount of the bid for said guaranty purposes shall include all additive alternates. All bid guaranties shall be conditioned that if the bid is accepted within sixty (60) days of the bid opening, a proper contract shall be executed and that upon failure or refusal to enter into said contract within ten (10) days after receipt of notification of award, the bidder and the surety on any bond shall be liable to the County in an amount not to exceed ten (10) percent of the bid. Bidders shall comply with the Affirmative Action-Equal Employment Opportunity requirements set forth in the specifications. A Bidder/Contractor will be deemed committed to the goal of such bid conditions by submitting a properly signed bid. Each bidder must insure that all employees and applicants for employment are not discriminated against because of race, color, religion, sex, handicap or national origin. Terms of payment shall be as provided in Chapter 153 of the Ohio Revised Code. All contractors and subcontractors involved with the project will, to the extent practicable use Ohio products, materials, services, and labor in the implementation of their project. Additionally, contractor compliance with the equal employment opportunity requirements of the Ohio Administrative Code Chapter 123, the Governor s Executive Order 84-9 shall be required. The Stark County Commissioners reserve the right to reject any or all bids, to waive any informalities or irregularities in the bids received, and to accept any bid or combination of bids which is deemed most favorable to the County at the time and under the conditions stipulated. The commissioners further declare that they will award the contract for this project to the lowest and best bid, which may not necessarily be the lowest bid. The Specifications contain a Bidders Profile and Best Bid Criteria designed to gather certain information that may be considered in this regard. No single factor will control the Boards decision to award, and the Board reserves the right to exercise its full discretion. No work may commence on this project until receipt by the contractor of a formal notice to proceed from the County Commissioners. This work shall consist of the construction of a wearing surface composed of one application of bituminous material and cover aggregate, in place and compacted, in accordance with Item 422 ofthe ODOT Construction and Material Specifications dated January 1, 2023, except as noted. All provisions ofItem 422 shall apply, except as modified herein.
