Site work for a water / sewer project in Ogden, Utah. Completed plans call for site work for a water / sewer project.

Ogden City is seeking a qualified Construction Management/General Contractor (CM/GC) to provide design phase services and complete construction services for the Ogden Canyon 36" & 42" Water Transmission Line Replacement Project, hereinafter referred to as "the Project.) The Project is intended to provide for the construction of approximately 33,627 LF of 36- inch diameter and 5,585 LF of 42-inch diameter culinary water transmission line replacement and associated facilities. The Project consists of two components: 1. Wellfield 36" Water Line Replacement: The first line connects the City's wellfield to the Ogden Water Treatment Plant. The wellfield is located south of Eden, Utah adjacent to Pineview Reservoir, and the Ogden Water Treatment Plant is located in Ogden Canyon. This line is the primary feed that supplies culinary water to Ogden City and surrounding areas. The 36" line goes under Pineview Reservoir, continues south and west following SR 158. The length of this section is approximately 8,600 linear feet. The 36" line continues to the east of the existing Pineview Dam and terminates at Black Point Weir which is located west of the Ogden Water Treatment Plant. The length of this section is approximately 600 linear feet. The pipeline needs to be replaced in its current right of way with a new pipeline. Approximately 2,300 LF of 36"-inch diameter water pipe is buried under the Pineview Reservoir. 2. Canyon 36" & 42" Water Line Replacement This component will consist of replacing the water line from the Water Treatment Plant (just west of Pineview Reservoir) to the 23rd Street Reservoir. The pipe diameter for the segment between the Water Treatment Plant to the mouth of the Canyon is 36 inches. Then the pipe diameter increases to 42 inches and the pipe runs along the foothills where it splits south to the 23rd Street Reservoir. The approximate total length of pipe to replace would be 5.25 miles (27,720 ft). Bridge replacements (estimate of six) may also be part of the Project and will be determined during the design phase. The size of the project is dependent on future funding availability. The project is located in Ogden Canyon, Weber County. The pipeline is planned to be constructed in multiple segments over multiple years starting in 2024. The number of segments and time to complete the Project will be determined by the Owner with input and recommendations from the CM/GC and the Engineer. For most of the pipeline, construction can only occur during wintertime (Nov-Apr). Construction method for most of the pipeline will be open-trench installation. Construction method for the pipeline under Pineview Reservoir shall be discussed between the Owner, Engineer and CM/GC and approved by the Owner. The project design shall provide construction plans which divide construction of this project into multiple segments. This CMGC Contract includes two separate contracts. One is the pre-construction services contract where the CM/GC provides pre-construction services during the design phase of the Project (all segments included). The second contract is the construction contract which Ogden City may enter into with the CM/GC, under its sole discretion, where the CM/GC will execute construction of the first segment of this project. The contract scope may be expanded to include construction of the remaining segments. Cost of construction of all segments is estimated to be $87 million dollars according to the preliminary Engineer's Opinion of Probable Cost. The project map is shown in Appendix "A" of this solicitation. Appendix "B" shows a conceptual design of the 36-inch diameter water transmission line from the Ogden Water Treatment Plant to the mouth of the Canyon. The CM/GC in collaboration with the design team will be responsible to provide preconstruction services resulting in a guaranteed maximum price proposal for construction phases. The CM/GC and the City will enter into a Preconstruction Contract for an agreed upon fee. The CM/GC will work with the design consultant team in an agency support role for preconstruction services. Before construction, the CM/GC will assume the risk of delivering the project through a Guaranteed Maximum Price (GMP). The CM/GC will be responsible for construction means and methods to meet the project goals. Preconstruction services by the CM/GC may include the following: o Provide detailed milestone cost estimating and knowledge of marketplace conditions o Provide project planning assistance o Provide for construction phasing and scheduling that minimizes interruption to operations o Provide constructability review for each segment of pipeline o Provide value analysis services and offer cost savings suggestions and best value recommendations o Give advice regarding ways to gain efficiencies in project delivery o Provide long-lead procurement studies and initiate procurement of long-lead items o Participate in permitting process (Weber County, UDOT, Army Corps, etc.) o Provide the CM/GC's Guaranteed Maximum Price (GMP) Proposal(s) All inquiries are to be submitted via email ONLY to the Contract Manager/Contact Person with a copy to Ogden City Purchasing Agent .
