BID SECURITY - No Bid shall be received unless accompanied by a Certified Check or satisfactory Bid Bond payable to the City of Marengo in an amount not less than ten percent 10% of the maximum Bid as a guarantee that, if the Bid is accepted, the Bidder will execute and file the Contract, Performance/Payment Bonds and Insurance Certification, as required by the Contract Documents, within ten (10) days after the Notice of Award. BID REJECTION - The OWNER reserves the right to reject any and all Bids, waive any informalities in Bidding or to accept the Bid or Bids which best serves the interests of the City of Marengo. WITHDRAWAL OF BIDS - No Bid shall be withdrawn for a period of 90-days after the scheduled opening without the consent of the OWNER. BIDS Notes - All Bids shall be addressed to Stephanie Matysiewski, City Clerk, City of Marengo, 132 E. Prairie Street, Marengo, IL 60152. Bids shall be sealed and shall have the name and address of the contractor and the contract for which the Bid is being submitted on the outside of the envelope. All contractors shall bid in accordance with and upon the Bid forms included in the contract documents. PROJECT - The work shall consist of the construction of a Water Treatment Addition to the existing Water Booster Pumping Station, along with approximately 8,800 linear feet of associated 8-inch and 12-inch water transmission mains. This project is being financed with funds from the IL Department of Commerce and Economic Opportunity (DCEO) and supported, in whole or in part, by federal award number SLT-3381 awarded to the State of Illinois by the U.S. Department of the Treasury. The State of Illinois has determined that the Business Enterprise Program (BEP) is 15% with 10% of the grant dollars going to minority owned business enterprises (MBE or WMBEs) and 5% of the grant dollars going to women-owned business enterprises (WBE or WMBE). Only SUBCONTRACTORS or Suppliers certified through the State of Illinois Central Management Services' (CMS') Business Enterprise Program will count toward meeting the BEP utilization for this grant. Minimum Wage 1. The CONTRACTOR shall be required to pay not less than the minimum wage rates established by the OWNER, as stated in the Invitation For Bids. 2. References to applicable wage rates are on file with the OWNER and/or incorporated in the contract documents. The CONTRACTOR and all subcontractors shall be required to pay wages, as applicable, in accordance with the Davis Bacon Act (40 U.S.C. 276a - 276a-7). The minimum hourly rate of wages, as determined by the Wage Determination Decision of the Department of Labor or the above-referenced Davis-Bacon wage rates, whichever is higher and referred to in these standards is included in the bid documents.
