Mobile County Commission is soliciting statements of interest from qualified firms and inpiduals interested in providing professional engineering, quality assurance, geotechnical testing and project administrative services related to the implementation of a Community Development Block Grant (CDBG) assisted project, as funded by the U. S. Department of Housing and Urban Development and other funds. The project will consist of professional design engineering, environmental permitting, construction engineering inspection, geotechnical testing, project administrative services and other related tasks needed for the Grade, Drain, Base and Pave of Georgia Avenue West in Mobile County, for Mobile County Project No. MCD3-PW-22-001. Firms interested in performing the work will be considered on the basis of a written response to this Request for Proposals. All applicants must submit their qualifications and list any prior experience with Federal and State programs, especially CDBG projects and/or other HUD related projects/programs, particularly those similar in nature and scope to the above services being requested. A copy of the Certificate of Authorization in compliance with the Code of Alabama 34-11-9, as required by the State of Alabama Board of Licensure for Professional Engineers and Land Surveyors, shall be submitted. Also include the names and registration numbers of inpiduals involved in this project when performing professional services. All applicants must furnish proof of enrollment in E-Verify, and an affidavit attesting that they will not knowingly hire, employ or continue to employ any unauthorized aliens in the manner and form available online at online and to execute a certificate of compliance with the Beason-Hammon Alabama Taxpayer And Citizen Protection Act (Act 2011-535), as amended by Act 2012-491. Proposals should include sufficient information to allow for rating according to the following criteria: - Prior experience with CDBG projects and/or other HUD projects/programs - 30 pts - Professional Qualifications - 30 pts - Experience with design and construction administration of projects of similar scope - 30 pts - Estimated days for the personnel to complete both the design phase and construction phase of the project - 10 pts These proposals are being requested in accordance with 2 CFR 200.320 (d) (5), as issued by the Office of Management and Budget. The firm that is selected will be notified and a contract negotiated. The contract will be for a period coinciding with the completion and closeout of the project for which services are being requested. Additional services related to this or other projects of a similar nature may be contracted under this solicitation at the option of the County. The County reserves the right to reject any or all proposals, and to waive any irregularities or informalities in the proposal process. ***Bid Event: Proposals should be labeled " Proposal for Engineering Services related to Project No. MCD3-PW-22-001 ." All non-electronic proposals shall contain original signatures; facsimile copies will not be accepted.
