The project site is located one (1) mile east of the intersection of County Road 13 & 174 intersection and one (1) mile north of CR174, Elbert County, Colorado. The work to be bid generally includes the following construction activities: " Site prep, including erosion control; " Well drilling; and " Well development/testing. Bids shall be submitted only by qualified contractors on the basis of the District's bid form (the Bid Form ). The District will review bids based upon all bid schedules and select a bid based upon criteria deemed to be in the District s best interest. A bid bond in an amount equal to ten percent (10%) of the total bid amount will be required. The bid bond will be retained by District as liquidated damages should the successful bidder fail to enter into a contract with the District in accordance with the bid. The bidder to whom a contract is awarded will be required to furnish a 100% performance bond and 100% material and labor payment bond guaranteeing contractor s full and faithful performance. Proof of Workman s Compensation and Liability Insurance will also be required. Retainage will be withheld. All insurance policies shall name the District as an additional insured. No bids may be withdrawn within a period of sixty (60) days after the date the bids are submitted. The District reserves the right to reject any bidder as not qualified, reject any and all bids, waive irregularity in the bidding, or accept responsive and responsible bids, as the best interests of the District may be served, said determination to be made in the sole discretion of the District. Bids received after the specified bid time will not be accepted.
