Site work, paving and outdoor lighting for a mixed-use development in Rock Falls, Wisconsin. Completed plans call for site work for a playground / park / athletic field; road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; water / sewer project; and for outdoor lighting for a sidewalk / parking lot.
The work for which bids are asked includes the following: o Removals: excavation common, landscaping, existing asphalt/sidewalk, utilities clearing and grubbing and existing site amenities. o Erosion Control: Erosion mat, turbidity barrier, silt fence maintenance, sediment logs, and stormwater swales. o Site Improvements: Concrete sidewalk improvements, detectable warning fields, thickened edge concrete sidewalk, asphalt parking lot paving, curb and gutter, pavement marking, dense grade base, park benches, picnic tables, bike racks, bollards, ADA playground, park sign, and site signage. o Electrical: Electrical service, site lighting and underground conduit. o Utilities: o New sanitary sewer service and service connection o New water service, salvage and reinstall hydrant, and service connection o New electrical service and connection o Stormwater area, Nyloplast structures and bio-infiltration basins Building: 1) 4-Season Shelter: The building includes restrooms, kitchenette, and utility chase. Building will have concrete foundations, masonry walls and sloped wood roof trusses. 2) Open-Air Shelter: Open-Air Shelter 3) Stage: 3-season stage, storage, utility chase, and restroom. o Site and Turf Restoration: Site and turf restoration, plantings, general site clean-up and amenities installed. o Proposed Schedule: tentatively award the work by March 11, 2024. Substantial project completion is desired by September 6th, 2024 and final completion set for October 18th, 2024. Additional Description: No proposal will be accepted unless accompanied by a certified check or bid bond equal to at least 5% of the amount bid, payable to the OWNER as a guarantee that, if the bid is accepted, the bidder will execute and file the proper contract and bond within 15 days after the award of the contract. The certified check or bid bond will be returned to the bidder as soon as the contract is signed, and if after 15 days the bidder shall fail to do so, the certified check or bid bond shall be forfeited to the OWNER as liquidated damages. No bid may be withdrawn within 60 days after the actual date of the opening thereof. The minimum wages to be paid on the project shall be in accordance with Federal Davis Bacon Wage Rates. Federal wage rates can be found at online determinations. Be aware that project Administrators, Bidders, and Contractors are required to use the latest federal wage rate available at the time of bid opening. This project anticipates the use of Community Development Block Grant (CDBG) Funding. Attention of Bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract, Section 3, Segregated Facility, Section 109 and E.O. 11246. This project anticipates use of funds related to the Bipartisan Infrastructure Law (BIL). The Contractor shall conform to the statutory requirements known as "Build America, Buy America" which applies to all of the iron, steel, manufactured products, and construction materials used in the project. Bid Proposals may be denied if the requirements of this section are not met and waivers are required. This project anticipates use of Wisconsin DNR Stewardship LAWCON funding. Pursuant to Executive Order 12432, we encourage Disadvantaged Business Enterprises (DBEs), including Minority-owned Business Enterprises (MBEs), and Women's Business Enterprises (WBEs) to submit bid proposals (National Park Service Agreement Article XXII = General and Special Provisions item 3). OWNER reserves the right to waive any informalities or to reject any or all bids.
