All bids shall be submitted within a sealed envelope addressed to the "Stoughton Town Hall, Procurement Department 3rd Floor, 10 Pearl Street, Stoughton, MA 02072" and entitled "Phase 5 Water Main Improvements, Stoughton, MA", The Work under this Contract includes, but is not necessarily limited to, the installation of 6 insertion valves at the intersection of Lakewood Drive and Central Street, approximately 11,100 feet of new water main on Donald Road, Charles Circle, Greenwood Avenue, Leach Street, Walnut Court, School Street, and Page Street, in Stoughton, MA to replace existing cast iron and asbestos cement water mains including all services, valves, hydrants, fittings, and other appurtenances. may be examined, but not obtained, at the Stoughton Procurement Department, Stoughton Town Hall, 3rd Floor, 10 Pearl Street, Stoughton, MA 02072, between the hours of: 8:30 A.M. and 4:30 P.M., Monday thru Wednesday; 8:30 A.M. and 7:00 P.M., Thursday; and 8:30 A.M. until noon, Friday; beginning on Wednesday, February 14,2024. Bidders must sign up and obtain bid documents from the Stoughton Procurement Department in order to receive any issued addenda, which must be acknowledged on the bid form to be submitted. Contract payment will be by the unit price method and the lump sum price method as indicated on the Bid Proposal. No Bidder may withdraw his/her Bid for a period of thirty (30) calendar days after the actual date of the opening of the Bids. Bidders shall certify that they do not, and will not, maintain or provide for their employees any facility that is segregated on a basis of race, color, creed, sex, national origin, or sexual preference. The bidding and award of the Contract shall be in full compliance with Sections 39M inclusive of Chapter 30 of the General Laws of the Commonwealth of Massachusetts as last revised. This project shall also comply with Sections 39F, 39K, 39N, and 390 of Chapter 30 of the General Laws of the Commonwealth of Massachusetts as last revised. Each bid shall also be accompanied by a bid security in the form of a certified, treasurer's or cashier's check, bid bond, or cash in the amount of 5 percent of the value of the Bid. Minimum wage rates as determined by the Commissioner of Department of Workforce Development under the provision of the Massachusetts General Laws, Chapter 149, Sections 26 to 27G, as amended apply to this project, as contained in Appendix A of the Contract Documents. It is the responsibility of the Contractor, before bid opening, to request, if necessary, any additional nformation on the Minimum Wage Rates for those trade people who may be employed for the proposed work under this contract. The successful Bidder must furnish 100 percent (100%) Construction Performance Bond and 100 percent (100%) Construction Payment Bond. The Owner reserves the right to waive any informality and to reject any or all Bids if deemed to be in the best interest of the Town of Stoughton. The Owner reserves the right to omit part or whole of any proposed work to be performed, as described in the Contract Documents, as may be required to maintain the total cost of work within available funds.
