The work for which proposals are invited consists of furnishing the equipment and personnel required to load, haul, and apply the lime residue produced at the Defiance Water Treatment Plant, located in the City of Defiance, Defiance County, Ohio, to approved land application sites. The approved land application sites are to be provided by the Contractor, and may be rented, leased, purchased, contracted or in some other manner acquired by the Contractor at his option and expense, for the intended purpose. All of the contract will be subject to approval and inspection by the City of Defiance, Ohio, the Ohio Environmental Protection Agency, and the United States Environmental Protection Agency. All proposals must contain the name of every person interested therein and shall be accompanied by either a bid bond in the amount of one thousand dollars ($500.00) by a certified or cashier's check, or a letter of credit on a solvent bank in the amount of one thousand dollars ($500.00) payable to the City of Defiance, Ohio, as a guarantee to the City that if the bid is accepted, a contract will be entered into for the performance properly secured. The bidder to whom the award is made will be required to execute a written contract with the City. A retainer in the amount of ten percent (10%) of the amount of the Contract shall be held by the City of Defiance as a guarantee of good faith on behalf of the Contractor that he will perform all of the work required and that he will comply with all of the terms of the Contract Documents in every particular. The right is reserved by the City of Defiance to reject any or all bids and to waive technical defects and informalities as the interest of the City may require.
