Saline County shall make the decision as to what constitutes a technicality. No bid may be withdrawn after opening time for a period of 90 days. Late bids will be rejected. **Bid Notes: Emailed bids will be accepted on this project. Emailed bids must be sent to both maderj@salinecountyks.gov and scritchfieldw@salinecountyks.gov. The Project Name and Project Number must be in the email's subject line. Bids must be received prior to the specified time of opening as designated in the IFB. b. All bids must be submitted in a sealed envelope addressed to Saline County Engineer, 3242 Airport Road, Salina, KS 67401. The Project Name or Project Number shall be clearly printed on the outside of the envelope. c. Faxed or e-mailed bids - At the discretion of the County Administrator, some IFB's may allow for faxed or emailed bids. If faxed or emailed bids are to be accepted, the "Invitation to Bid" page will be written as such. If a bidder elects to submit their bid via email or fax, the vendor understands and agrees that said submission will not maintain the same confidentiality as a sealed bid. d. Samples of items, when required, must be submitted within the time specified at no expense to the County. If not destroyed by testing, samples will be returned at the bidder's expense unless otherwise specified by the IFB. e. Late bids will be rejected. f. Failure to follow these procedures is cause for rejection of bid. g. Bids having any erasures or corrections must be initialed by the bidder in ink. Bids shall be signed in ink. All bid amounts shall be typewritten or filled in with ink All Crack Sealing road locations shall be completed per priority date as listed below. Priority 1 (Roads marked RED on map) - Shall be completed by August 5, 2024. These roads must be completed prior to this years' chip sealing work. Locations include: Halstead Rd (I-70 to Shipton Rd) Shipton Rd (Halstead Rd to Thompson Rd) Thompson Rd (Shipton Rd to Lockard Rd) Smolan Rd (Burma Rd to I-135) Water Well Rd (Old 81 Hwy to Ohio St) Ohio St (Water Well North 0.5 Miles State St (Old 40 Hwy to City Limits) Old Hwy 40 (I-135 to City Limits) Priority 2 (All other roads marked on map) - Shall be completed by December 9, 2024. Work under this contract must be completed in order of priority shown on the attached Location Map. Work will continue through the priority road locations until the bid quantities has been exhausted, OR; Work will continue through all priority road locations until all roads shown on the Location Map have been completed, even if bid quantities remain, OR; Upon agreement between the Contractor and Saline County, crack seal quantities and/or road locations may be increased in order to complete the program. Saline County reserves to right to modify the bid quantities after the bid opening due to budgetary requirements.
