At the top of the list is the 150-seat replacement Opportunity School, which will be on the existing grounds of the Performing Learning Center campus. That is followed by the construction of a new Pre-K center, which will replace the Mary Frances Wall Center and will be developed on the current Beverly Hills location, and the 750-seat replacement school for Coltrane-Webb and Beverly Hills, which will be built on the Coltrane-Webb site. One new item, one repeat “It’s more of a negotiation back and forth as to how much funding they (Board of Commissioners) will give us,” Lowder told the board, noting the commissioners are usually receptive to the district’s request, especially the top priorities. The top project during the 2022-23 sequencing, for example, was the construction of the new R. Brown McAllister Elementary school. Since the new facility is completed and students will transition to the school in August, the current R. Brown will serve as the swing school for Coltrane-Webb students, as their new school gets built. The new Coltrane-Webb/Beverly Hills replacement school, which was No. 9 during the 2022-23 sequencing, has moved to No. 3 with the current improvement plan. The sequencing of projects can change year-to-year based on numerous factors, Lowder said, including funding, changes in the conditions of the facilities, student enrollment and cost of construction. Board member Keshia Sandidge expressed concern about why adding a high school section to Royal Oaks School of the Arts, which was the No. 4 project during the 2022-23 sequencing, was not one of the 12 projects as part of the current improvement plan. Lowder explained that the Board of Commissioners “were not really enthusiastic” about providing funding for that project. “Right now I think that growth is the bigger priority,” Superintendent Dr. John Kopicki said about Royal Oaks being taken off the improvement plan to allow for new schools to be built in major growth areas. Kopicki noted that the district still plans to convert Royal Oaks into a K-12 arts school.
