The Iowa Department of Health and Human Services ("Agency") State Training School (STS) located in Eldora, Iowa, is seeking qualified bidders to provide residential substance abuse treatment programming, including assessments and discharge planning, Monday through Friday 8:00am to 4:00pm for approximately 80 adolescent males with on-site daily supervision of the treatment programming. The Iowa Department of Health and Human Services ("Agency") State Training School (STS) located in Eldora, Iowa, is seeking qualified bidders to provide residential substance abuse treatment programming, including assessments and discharge planning, Monday through Friday 8:00am to 4:00pm for approximately 80 adolescent males with on-site daily supervision of the treatment programming. The successful contractor will provide the Agency with high-intensity, long-term treatment services at a minimum of level II.1 (intensive outpatient level of care). Background. The State Training School is a multifaceted, medium security 80-bed juvenile correctional facility serving male youth between the ages of 12 and 19.6. The average census was 46 in 2021, 51 in 2022, 54 in 2023, and 52 yearto-date in 2024. Currently, the State Training School has an expected capacity of 80 students. The primary purpose of the State Training School at Eldora is to provide a continuum of supervision and rehabilitation programs, which meet the needs of males adjudicated delinquent, in a manner consistent with public safety. A significant percentage of the student population at the State Training School receives some form of behavioral health services by a qualified health care professional. The facility provides a range of services and supports such as: A structured setting for males between the ages of 12 to 19.6 years; A comprehensive education program for youth; Individual care plans that provide a roadmap for addressing the student's unique needs and goals; Psychotherapy/counseling services including individual, group, and family therapy; Medication management; Skills and rehabilitative services; and Comprehensive transitional services for supporting students back in their community. The State Training School establishes policies and procedures and continuous quality improvement in accordance with standards set forth by the Performance Based Standards (PbS). Duration of Contract. The Agency anticipates executing a contract that will have an initial 1 year contract term with the ability to extend the contract for 5 additional 1-year terms. The Agency will have the sole discretion to extend the contract.
