A timeline for award has not yet been established.** The scope of work for this project consists of installation of 1740' of 12" PVC C909 and 5672' of 8" PVC C909 waterlines replacing 6" CI pipe. 84 services will be replaced to the right of way. The Engineer for the Project is Kleinfelder, Inc., 1168 North Main Street, Bowling Green, Ohio 43402. All bids must be signed and submitted on the blanks which are bound in this booklet. Bids must state the unit prices in the blanks provided and be enclosed in a sealed envelope marked WOODVILLE WATERLINE IMPROVEMENTS PHASE 3 and addressed to the Village of Woodville, 530 Lime Street, Woodville, Ohio 43469. The bid guaranty may be of two forms: 1. A Bid Guaranty and Contract Bond using the form in the Contract Documents. (The amount of the bid does NOT have to appear on this form.) A certified check, cashier's check or letter of credit in favor of the Village of Woodville, Ohio in the amount of 10% of the bid. If the contract is awarded, a Contract Bond will be required, which is a 100% payment and performance bond. The estimated cost of construction is $1,600,000 This procurement is subject to the EPA policy of encouraging the participation of small businesses in rural areas (SBRAs). AO er the award of the contract let by competive bid and prior to the the contract is entered into, bidders shall submit the affidavit required under the Ohio Revised Code, Section 5719.042 that the bidder was not charged with any delinquent personal property taxes in Sandusky County, Ohio. The successful bidder will be required to pay not less than the highest applicable minimum wage rates as established by the federal Davis-Bacon Wage Determinations issued by the U.S. Department of Labor. The Village of Woodville, Ohio reserves the right to reject any and all bids and to waive any irregularity in any bid and to determine the lowest and best bidder. No bidder may withdraw his bid for a period of 60 days after the scheduled closing for the receipt of bids. This project is being partially funded with Ohio EPA Water Supply Revolving Loan Account (WSRLA) funding with Buy American requirements. Disadvantaged Business Enterprises (DBE) objectives with U.S. EPA. The current negotiated goals for construction related activities are 1.3% of all contracts to MBEsand 1.0% of all contracts to WBEs. All questions about the meaning or intent of the Contract Documents are to be directed to Engineer. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda, mailed or delivered to all parties recorded by Engineer as having received the Bidding Documents. Questions received less than ten days prior to the date for opening of Bids may not be answered. Only questions answered by formal written Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect.
