The City of New Smyrna Beach is requesting sealed qualifications from licensed Contractors to provide Demolition Services of both residential and commercial structures as designated by the City and within the City of New Smyrna Beach, Florida. The work shall consist of completely demolishing structures identified by survey for properties located within the jurisdiction of New Smyrna Beach, Florida. Structures shall be defined as, but not be limited to buildings (single story and/or multiple story), sheds, outbuildings, fences, swimming pools, decks, or other obstructions. Structures shall be completely demolished and cleared from the property as directed by the City Building Official. All sheds, porches, roofed areas, and other appurtenances, which are attached to the building, shall be considered a part of the building and shall be demolished and removed with the building. Steps, chimneys, column footings, other footings, foundation slabs, basements, or other foundation components shall be required to be removed as such structures are part of the scope of work. Qualified contractors shall be responsible for all applicable permits, inspections, labor, materials, equipment, tools, mobilization, supervision, and incidentals necessary to complete the demolition of a structure (including the proper removal and disposal of the debris and grading). The City assumes no liability for any equipment owned or leased by the Contractor. Work will also consist of repairing street(s) and sidewalk(s) if damaged during the demolition process. The Contractor agrees to commence work within Twenty (20) Days after the date of the Notice to Proceed and shall complete the work within Thirty (30) consecutive calendar days thereafter. All materials removed from the building or portions of building must be removed from the site daily wherever possible. When any part of the structure must be left standing or any debris remains on the property at the conclusion of the workday, the contractor must secure the area to minimize hazards. Services under an awarded contract includes, but not limited to: Perform a pre-construction inspection of the work area(s) prior to the commencement of work. The Contractor shall maintain a record (photographs, video or other documentation) of existing work area conditions. The City of New Smyrna Beach Building Official will conduct project inspections. Properly demolish, remove, and dispose of requested structure and its contents including permitted site improvements adjacent to structures. Demolition may require the removal of foundations and footings to a depth 2' below finish grade, concrete floors, driveways, curbs, streets, parking areas, walkways, buried fuel tanks, batteries, tires, and etcetera. Remove any remaining on grade concrete or asphalt not previously covered. Provide, install, and maintain any required erosion control for length of project. Provide and maintain any required barricading for site security for length of project. Contractor shall take all necessary precautions to avoid harming any existing vegetation. Contractor is responsible for adhering to city tree removal ordinances. Failure to comply with this requirement shall result in a fine. Resolving any interior hoarding shall be the Contractor's responsibility. Swimming pools shall be drained and shall have the bottom surface broken sufficiently to allow drainage of rainwater, and then filled using clean fill dirt at the unit price per cubic yard invoiced separately. The Contractor shall ensure that no rubble is buried on site other than the septic tank(s) and swimming pool as specified. Contractor shall be responsible for coordinating the disconnection of utilities servicing the designated structure(s) for demolition and removing existing utilities from structure to property line. The contractor shall cap or abandon all on-site utilities. Should water or electricity be necessary to accomplish the demolition work, the Contractor must secure it from an outside source, i.e., water truck, fire hydrant, local utility agency, generator or temporary pole. The Contractor must obtain approval and permits from respective agencies and/or utility providers. All costs incurred are the responsibility of the Contractor. All responses to questions will be in the form of an addendum that will be posted on electronically. Resulting contracts will be for an initial term of three (3) years with the possibility of one (1) optional two (2) year renewal terms upon mutual consent of the parties and approved by City Commission. The City reserves the right to solicit for additional services related to projects funded by state, federal and/or programmatic grants.
