The purpose of this Request for Proposal is to identify and retain a qualified Contractor to provide as-needed professional Mold Remediation Services to the City of Albany. MWBE Certified Contractors are encouraged to submit proposals for this Request for Proposal. This Request for Proposals (RFP) may not be the same as previous requests for proposals intended for this type of service. Therefore, all potential proposers are urged to review this package in detail before submitting their proposal. Questions regarding this RFP shall be submitted in writing following the instructions outlined in Section 10 of the RFP. Questions submitted after Friday, February 16, 2024 at 5:00PM EST will not be answered. The ensuing contract for these services and provision of materials will commence in or about Effective Date, and will terminate on December 31, 2024, with two (2) additional (1) extension periods. For Project Specific Clarifications: Deputy Chief Anthony Battuello For Public Procurement Process Clarifications: Raisi K. Mobele, Esq. SCOPE OF SERVICES: 4.1 The selected Proposer(s) will primarily be required under contract to perform citywide mold remediation services for the various City of Albany Departments on a general asneeded basis. 4.2 The selected Proposer(s) will be initially assigned to complete the following mold remediation project for the Albany Police Station located on 126 Arch Street, Albany, New York 12202. The instructions for completion of this project is as follows: Before removal begins, plastic containment should be secured around the project areas and negative air pressure should be established and maintained for the duration of the project. The entire men's jail cell will be the project area. Mold remediation should begin in the men's jail. Any affected contents and debris with visible mold or water staining should be discarded. Further investigation by the remediation contractor should take place once these materials are removed to look for hidden colonies and if found, add to the scope of work. Once the contents are removed, nearly the entire men's jail cell area will need to be HEPA cleaned as described including all surfaces. There is no place that should not be cleaned. The entire HVAC system including all ductwork should be HEPA cleaned. Replacing the ductwork should be considered due to the amount of growth. All waste that is created by the removal of the impacted materials should be bagged, removed, and properly discarded. Once remediation is complete, the project area, along with any remaining contents, should be completely HEPA cleaned including all walls, floors, building components and surfaces. While work is underway and immediately after, air scrubbers should be in operation throughout the building to help clean the air. Proper dehumidification in the basement should be ongoing to help keep moisture levels low. A trained professional should inspect the HVAC system to ensure and repair accordingly. Ventilation should be increased in the basement along with ongoing dehumidification. TERM OF CONTRACT: 5.1 The contract period for the service contemplated by this RFP will commence in or about Effective Date and shall expire on December 31, 2024. The CITY shall have the option to extend the contract for two (2) additional one (1) year periods. If this option is exercised, the selected Proposer(s) shall be notified in writing prior to December 31, 2024 of this extension. If the second extension option is exercised, the selected Proposer(s) shall be notified in writing prior to December 31, 2025 of this extension. 5.2 The selected Proposer(s) shall be required to execute a contract with the CITY. A sample City of Albany Professional Services Agreement is available upon request. 5.3 The CITY shall have the right to terminate the contract at any time, with or without cause, upon thirty (30) days written notice.
