The County of El Dorado (hereinafter referred to as "County"), located in eastcentral California, encompasses 1,805 square miles of rolling hills and mountainous terrain. The County's western boundary contains part of Folsom Lake, and the eastern boundary is the California-Nevada State line. The County is topographically divided into two zones. The northeast corner of the County is in the Lake Tahoe basin, while the remainder of the County is in the "western slope," the area west of Echo Summit. There are two municipalities within El Dorado County. The largest city in the County is the City of South Lake Tahoe, with a 2020 population estimate of 22,487. The City of Placerville, the County seat, is located 45 miles northeast of Sacramento, the State capital. The City of Placerville has a 2020 estimated population of 11,397. The remainder of the County's 197,037 residents live outside of the two incorporated areas. The County is soliciting sealed proposals from highly qualified and experienced firms (hereinafter referred to as "Proposer") to provide as-needed roadside weed spraying only, limited to routine, recurring and usual work for the preservation or protection of zone roads. Services shall include at a minimum: application of pre-emergent and post-emergent herbicides for control of broadleaf weeds and grasses as required for the County's Department of Transportation. The County established thirty (30) zones of benefit within two (2) County Service Areas for the expressed purpose of providing road maintenance services on approximately ninety (90) miles of roads in unincorporated areas of the County's West Slope. The roads are public but are not in the County's Maintained Mileage system. The Board of Supervisors has appointed advisory committees for the zones, who serve as liaisons for the residents and owners in the communities to the County's Department of Transportation. Advisory committee representatives do not have authority to direct or order work. All work in the zones of benefit requires authorization by the County through fully executed agreement for services and a project specific Work Order issued by the County's Contract Administrator. The County is soliciting sealed proposals from highly qualified and experienced firms (hereinafter referred to as "Proposer") to provide as-needed weed abatement services at locations listed in Attachment B, marked "Zone of Benefit Location Descriptions." The County intends to award one (1) agreement with the top-ranked Proposer resulting from this competitive process to perform the weed abatement services on an as-requested basis as described herein. This Request for Proposal (RFP) includes a description of the evaluation and selection process, scope of work, proposal requirements, and insurance requirements. The County reserves the right to reject any and all proposals, or to waive minor irregularities in said proposals, or to negotiate minor deviations with the successful firm. The County shall be the sole judge of the materiality of any such defect or irregularity.
