In order to assure compliance with the Indiana Office of Community and Rural Affairs (OCRA) and related requirements regarding competitive negotiation of professional planning services, Martin County is seeking Statements of Qualifications for the provision of planning technical assistance services relating to a comprehensive plan. Professional planning/consultant services are needed to undertake and perform the study and plan for the proposed project. A preliminary scope of services should identify the project planning area and provide a brief overview of the demographic, economic, and educational profile of the target area. The plan should include chapters to analyze land use, government and fiscal capacity, public facilities and services, placemaking, economic development, housing, transportation, architecture, natural resources, parks and recreation, broadband access, historic and archaeological resources and hazard mitigation. Each chapter should include existing conditions, vision and key goals, implementation and public input. Martin County will execute either a firm, fixed-price contract, or a cost-reimbursement contract for these services that is contingent on the final commitment of grant funding. The statement of qualifications shall also provide the following information: name, title, address, and telephone number of individuals with authority to negotiate and bind the proposer contractually, and who may be contacted during the period of evaluation. Martin County may or may not negotiate the scope of services with one or more offeror(s). The County reserves the right to reject any and/ or all responses.
