Site work for a mixed-use development in San Carlos, California. Completed plans call for site work for a playground / park / athletic field; and road / highway.

The scope of work generally includes repair of a landslide on Big Canyon Park (Behind 3141-3161 Melendy Drive), San Carlos. Bids are required for the entire work described herein in accordance with the instructions to bidders. The Engineer's Estimate is $45,000 - $65,000. 13387.000.018, 220065 DESCRIPTION OF WORK The work to be done under this contract includes but is not limited to: o Landslide repair at Big Canyon Park (Behind 3141-3161 Melendy Drive) in the City of San Carlos. o Minor earthwork and landslide grooming. o Construction of a debris catchment fence. o Installation of articulated concrete block with decomposed granite paving surface. o Erosion control. o Coordination with residents. o Temporary traffic control. The Contractor shall furnish all materials, labor, tools, equipment, supervision, transportation, handling, storage, traffic control, permits, licenses, and all other incidentals necessary to complete the work successfully. The work may also include: clearing, grubbing, removal of obstructions, tree removal and trimming, protection of existing utilities and appurtenances, and such other items required by the Project Plans and Specifications. No Pre-Bid Conference has been scheduled for this Project. A Class A, Contractor's License is required for this work. Work will be done and payments will be made in accordance with provisions more particularly described in the plans and specifications adopted by the San Carlos City Council and on file in the office of the City Clerk. Bids must be accompanied by a Proposal guarantee amounting to ten (10%) percent of the bid as described in the specifications. Said guarantee shall be forfeited to the City in case the bidder depositing the same does not, within fifteen days after written notice that the contract has been awarded to the Contractor (1) enter into a contract with the City and (2) furnish Performance and Payment Bonds as described in the specifications. The City Council reserves the privilege of rejecting any and all proposals or to waive any irregularities or informalities in any proposals or in the bidding. No bidder may withdraw their proposal for a period of ninety (90) calendar days after the date set for opening of proposals. As a "Public Works" project and pursuant to Section 1773 of the Labor Code, the general prevailing wage rates for San Mateo County shall apply to this contract, as determined by the Director of the California Department of Industrial Relations. Bidders are directed to the Instructions for Bidders for additional contract requirements. Proposals shall be received at the office of the City Clerk, 600 Elm Street, San Carlos, CA 94070, not later than the bid deadline described in the Notice Inviting Sealed Proposals. Proposals shall be submitted in a sealed envelope, plainly marked on the outside "Big Canyon Park (Behind 3141-3161 Melendy Drive) Landslide Repair Project, City Project No. C2320". Sealed bids and proposal forms will be examined and declared on the same day by the City Clerk. Time of Completion and Liquidated Damages: All work shall be diligently prosecuted to completion before the expiration of Eighty (80) Calendar Days from the date of receipt of the "Notice to Proceed". If the Contractor fails to complete the work within the above-specified time limit, the Contractor shall pay liquidated damages to the City, computed at the rate of Five Hundred Dollars ($500) for each calendar day beyond the specified time limit until the project is completed. Bid Security: Pursuant to California Public Contract Code Section 20170, each proposal shall be accompanied by a bid security in the form of cash, cashier's or certified check, or bidder's bond made payable to the "City of San Carlos" for an amount equal to at least ten percent (10%) of the Bid Amount and no bid shall be considered unless such security is enclosed therewith. Performance Bond - The contractor shall furnish and bear the cost of a bond of a surety company acceptable to the City, which bond is conditioned upon the faithful performance of all covenants and stipulations under this contract within the time prescribed, in a manner satisfactory to the City, and that all materials and workmanship will be free from original or developed defects. The amount of the bond shall be one hundred percent (100%) of the total contract price; as such sum is set forth in the agreement. Said bond shall be on the form furnished by the City herein. As a condition precedent to satisfactory completion of this contract, an amount equal to ten percent (10%) of the estimated contract cost shall hold good for the period specified in said bond after completion and acceptance of the work by the City. Labor and Material Bond - The contractor shall furnish and bear the cost of a bond of a surety company acceptable to the City in the sum not less than one hundred percent (100%) of the total contract price, as such sum is set forth in the agreement, for the payment in full of all persons, companies, or corporations who perform labor upon or furnish materials to be used in the work under this contract, in accordance with the provisions of Section 4200 to 4208, inclusive (Chapter 3, Division 5), of the Government Code of the State of California, and any acts amendatory thereof. The bond shall be maintained by the Contractor in full force and effect until the work is accepted by the City and until all claims for materials and labor are paid. Said bond shall be on the form furnished by the City herein. Warranty Bond - The Contractor shall furnish a warranty bond in the amount of ten percent (10%) of the final contract price (total cost including change orders) to guaranty his work for two (2) years after acceptance of the work by the City Council. Requests for Clarification and Project Communication: In the event the bidder has any questions as to the meaning of any part of the plans and specifications, or if the bidder finds any error, inconsistency, or ambiguity in the Contract Documents, the bidder shall make a written request for clarification prior to submitting its bid. All questions and comments regarding the plans and specifications should be directed to the Project Manager indicated below and will only be responded to if received in writing at least five (5) working days before the bid opening. Questions received after this time and date may not be addressed. The City shall have the right to reject any bid not accompanied by the required bid security or any other item required by the Bidding Documents, or a bid which is in any other way incomplete or irregular. The City shall have the right to waive irregularities in a bid, and to award the Contract to the Lowest Responsible Bidder (as determined by the City), only if the irregularities are non-material and inconsequential. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
