Site work for a playground / park / athletic field in Williamsport, Pennsylvania. Completed plans call for site work for a playground / park / athletic field.

A cashier's check or an acceptable bidder's bond, payable to the First Community Foundation Partnership of Pennsylvania, in an amount of not less than ten (10%) percent of the largest possible total for the bid submitted, must accompany the bid. A performance bond and a payment bond, each for one hundred (100%) percent of the contract price, will be required. The successful bidder shall also furnish to FCFP a maintenance bond covering defects of material and workmanship for the calendar year following the Foundation's approval and acceptance of the construction. Notice is hereby given that this is a Section 3 Project under the Housing and Urban Development Act of 1968, and must, to the greatest extent feasible, utilize lower income residents for employment and training opportunities and Section 3 Business Concerns and that all contracts and subcontracts for this project shall contain the "Section 3 Clause" as set forth in 24 CFR Part 135.38. Prime contractors are advised of their obligation to utilize minority, women and Section 3 subcontractors in the execution of the contract to the extent possible. Failure to demonstrate compliance with outreach requirements will result in the Foundation's rejection of a bid. As used in this Notice, and in the contract resulting from this solicitation, the "covered area" is the Williamsport Metropolitan Area - Lycoming County. Prime contractors will be required to submit a Business Utilization Table, Table of Work Force Needs and a Manpower Utilization Training Table to meet Section 3 requirements. It is the policy of the Foundation to strongly encourage the use of Minority Business Enterprises (MBE's) in contracts utilizing funding from the U.S. Department of Housing and Urban Development. Bidders may not be on the comptroller general's list of ineligible contractors. The successful bidder will be required to comply with all applicable equal opportunity laws and regulations. The Contractor will be subject to the requirements of Executive Order Nos. 11246 and 11375. This project is a Prevailing Wage Project under Davis-Bacon Wage Rates and the Federal Labor Standards Provisions applicable to contracts covering federally financed and assisted construction shall apply. Contact the Engineer, Larson Design Group, 1000 Commerce Park Road, Suite 201, Williamsport PA 17701; 570-323-6603 between the hours of 8:00 a.m. and 4:30 p.m., Monday through Friday, with any questions pertaining toaccess and use of the website. Questions regarding the Invitation to Bid shall be submitted via the Larson Design Group bidding website. In case of ambiguity or lack of clearness in stating prices in the proposal, the Foundation reserves the right to accept the most advantageous construction thereof to the Foundation or to reject the proposal. The Foundation reserves the right to reject any or all bids and to waive irregularity in the Bids and in the Bidding. No bid may be withdrawn until the expiration of ninety (90) days from the date bids are opened.
