All proposals shall be accompanied by either a bid bond on the "Proposal Bid Bond" form contained in the proposal, executed by a corporate surety company satisfactory to the Village of Pleasant Hill, or a bank cashier's check, an irrevocable letter of credit or a properly certified check payable to the Village of Pleasant Hill for not less than 5 percent (5%) of the amount bid, or for the amount listed in the specifications. The Village of Pleasant Hill reserves the right to reject any or all proposals and to waive technicalities and reserves the right to determine the qualifications of any and all contractors to perform the work required under this contract. No bid may be withdrawn after the time for opening of the bids is past. Bidders are notified that not less than the prevailing wage rate as determined by the Illinois Department of Labor shall be paid to all workmen performing work under this contract. Bids may be held by the Village of Pleasant Hill for a period not to exceed 60 days from the date of the opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of Bidders, prior to awarding of the Contract. The work as shown on the Plans and described in the Specifications shall be substantially completed as defined in the General Conditions, within 180 consecutive calendar days after the "Notice to Proceed" date. The Contractor agrees to pay as liquidated damages the OWNER a sum of $350 for each consecutive calendar day thereafter for each day that expires after the specified time until the work is substantially complete.
