The City of Duncanville, TX requests competitive sealed proposals from qualified contractors, vendors or firms to provide Traffic Operations Construction and Maintenance Services within the city limits, as described in the specifications listed in this request for proposal. Vendors shall submit an all-inclusive proposal for the services described in this RFP. Background Information Located in Southwest Dallas County, the City of Duncanville is approximately 11 square miles and almost 15 minutes south of Downtown Dallas and is well situated to access the Dallas/Fort Worth Metroplex. Duncanville has excellent freeway access, with Interstate 20, and Highway 67 adjacent to or in the community. The City has grown to a population of 39,364 (2018). Duncanville is a diverse and inclusive community, with a rich history and tradition of community pride and civic engagement. Solicitation Purpose The City of Duncanville, Texas requests competitive sealed proposals from qualified contractors, vendors or firms to provide Traffic Operations and Repair Services within the city limits, as described in the specifications listed in this request for proposal. Vendors shall submit an all-inclusive proposal for the services described in this RFP. Each Vendor shall comply with all provisions and instructions contained within this RFP. Proposals may be rejected if they show any omissions, conditional offer, or any irregularities of any kind. The City of Duncanville has a Council-Manager form of government and is governed by a Mayor and six Council Members, five who are elected by districts, and one elected at-large. All powers of the City, except as otherwise provided in the Home Rule Charter, are vested in the City Council. The City Council enacts local legislation, adopts budgets, determines policies, appoints the Municipal Court Judges, and designates a City Manager to carry out day-to-day administrative government operations. Known as 'The City of Champions' and located in the Dallas-Fort Worth Metroplex, the City of Duncanville is a southern Dallas County suburb with a total area of 11.3 square miles. Duncanville is part of the Best Southwest region, which includes neighboring cities of Cedar Hill, DeSoto and Lancaster. The City provides necessary services while managing costs to deliver services through a rigorous budget and accounting process. Major services provided under general government and enterprise functions are public safety (police and fire protection), emergency medical services, parks, highways and streets, water and sanitary sewer utilities, health and social services, culture and recreation, library services, public improvements, planning and zoning, traffic lights and general administrative services. The City of Duncanville operates a Recreation Center, Public Library, Senior Center, and the Duncanville Fieldhouse. Answers Provided March 13, 2024 Evaluations March/April 2024 Contract Award Date April 2024 The City reserves the right, at its sole discretion, to adjust this Schedule of Events as it deems necessary. If necessary, the City will communicate adjustments to any event in the Schedule of Events in the form of an amendment. Amendment to this RFP will only be issued and posted on the PublicPurchase.com Proposal having any questions regarding the true meaning of the specifications or terms and conditions shall submit these questions to the procurement officer at elton.brock@duncanvilletx.gov. All addenda are issued through electronically and acknowledgement must be returned with your proposal. The City reserves the right to accept or reject any or all proposals, to waive all minor technicalities, and to accept the proposal or proposal determined to be the most advantageous to the City. Additionally, the City may accept a proposal subject to an exception if, in the sole judgment of the City, the proposal meets or exceeds the City's specifications. The City reserves the right to reject any or all proposals and is not bound to accept the lowest proposal, if in the opinion of the City, such an award would not be in the best interest of the City. The City of Duncanville Public Works Department is requesting sealed proposals from qualified contractors, vendors, or firms for Traffic Operations Construction and Maintenance Services and is looking for a qualified firm to assist with operations and repairs on an as needed basis. The contract period will be effective for three (3) years from the date of award. The contract shall contain an option to extend the term of the agreement for three (3) additional one (1) year periods upon the same terms and conditions of the original proposal. Each renewal period, if exercised and mutually agreed upon by both parties will be for one (1) additional year. Prices shall remain firm for one year and the contractor will be granted a mutually agreed upon annual price increase on proposal items for the subsequent years. Throughout the term of this contract, the City and awarded contractor will work together and identify when bonds are necessary and must provide to the City (Performance Bond, Labor and Material Payment Bond, and Maintenance Bond). Bonds shall be issued by a surety company licensed by the State of Texas to act as a Surety and be listed on the current U.S. Treasury Listing of Approved Sureties.
