PROJECT OVERVIEW The El Paso International Airport (EPIA) is soliciting proposals from qualified companies(respondents) that can provide turnkey installation (identification, analyses, product specifications, drawings submittals, permitting, labor, material, maintenance, monitoring, and decommissioning, etc.) for a fully functional covered parking solar PV array at the top level of existing multistory parking structure at the CONRAC (Consolidated Car Rental Facility). EPIA will evaluate all proposals taking into consideration the overall respondents' team, demonstrated experience, and quality of response and references. The primary funding source for the project is a federal grant which the airport was awarded in early 2023. SCOPE OF WORK EPIA seeks Request for Proposal (RFP) for the turnkey services including but not limited to identification, analysis, drawings submittals, specifications, permitting, installation (labor & material), maintenance, and commissioning/decommissioning for a covered parking solar PV system. The installation will be wholly owned but not maintained by EPIA. The PV system should be identified and sized to maximize the potential electrical energy cost reduction that may be achieved within the awarded grant's allocated budget for the project. All costs associated with administration, warranty/guarantees, analysis, layout identification, permitting, installation, commissioning/decommissioning, and preventative maintenance for the project term shall be included in the project implementation costs. The proposed system(s) are to be "behind the meter" and the maximum system size that the meter can accommodate is approximately 2 MW. Project construction must start on or before August 1, 2024, per funding requirements (further dates regarding project timeline will be supplied to selected respondent as they become available). Anticipated deliverables (at minimum) for the project are: 1. Preliminary Assessment - Solar Generation Modeling and Project Scope Description 2. Schematic Report. 3. Installation Document development. 4. Final Installation documents. 5. Installation Phase. 6. System Start-up / Testing / Commissioning. 7. Project Closeout/Training. 8. Operation and maintenance phase. 9. Decommissioning Funding Source Entity: Dept. of Transportation, Federal Aviation Administration (FAA) Estimated Construction Start Date: On or before 8/1/2024. The City reserves the right, at its sole discretion, to adjust this Schedule of Events as it deems necessary. If necessary, the City will communicate adjustments to any event in the Schedule of Events in the form of an amendment.
