Site work and paving for a road / highway in Stephenson, Virginia. Completed plans call for site work for a road / highway; and for paving for a road / highway.
The purpose of this unsealed Invitation for Bids (IFB) is to obtain bids from qualified tree removal contractors to perform the work described herein and associated attachments hereto. Copies of applicable certifications and licenses should be included with the bid response. All required certifications and licenses shall be provided to the County upon request. The contractor shall provide all mobilization, supervision, labor, materials, machinery/equipment, tools, supplies, transportation, and incidentals necessary for completed work as described herein and all associated attachments. Bid pricing shall be inclusive of all costs, including profit, overhead, workers' compensation, pensions, insurance/bonding, administrative, etc. The trees to be removed that are associated with this project are located on private property, for which the property owners have given permission to the County for this work to be performed. Owner RIghts: Goods/services delivered shall remain the property of the Contractor until a physical inspection or actual usage of the goods/services is made and thereafter accepted to the satisfaction of the County. The goods/services must comply with the specifications and terms and conditions of this solicitation and be of the highest quality. In the event the goods/services supplied to the Unsealed County are found to be defective or not to conform to specifications, the County reserves the right to cancel the contract upon written notice to the Contractor and return products to Contractor at the Contractor's expense. Failure to submit a bid on the official County form provided for that purpose shall be a cause for rejection of the bid. Modification of or additions to any portion of the Invitation for Bids may be cause for rejection of the bid; however, the County reserves the right to decide, on a case by case basis, in its sole discretion, whether to reject such a bid as nonresponsive. As a precondition to its acceptance, the County may, in its sole discretion, request that the Bidder withdraw or modify nonresponsive portions of a bid which do not affect quality, quantity, price, or delivery. No modification of or addition to the provisions of the contract shall be effective unless reduced to writing and signed by the parties. The County may make such reasonable investigations as deemed proper and necessary to determine the ability of the Bidder to perform the services/furnish the goods and the Bidder shall furnish to the County all such information and data for this purpose as may be requested. The County reserves the right to inspect Bidder's physical facilities prior to award to satisfy questions regarding the Bidder's capabilities. The County further reserves the right to reject any bid if the evidence submitted by, or investigations of, such Bidder fails to satisfy the County that such Bidder is properly qualified to carry out the obligations of the contract and to provide the services and/or furnish the goods contemplated therein. The County reserves the right to conduct any test/inspection it may deem advisable to assure goods and services conform to the specifications. The County will make the award on a lump sum basis to the lowest responsive Asphalt paving of new walking trail and section of existing of path at Clearbrook Park. Direct questions to Cory Smith; csmith@fcva.us 1. Fine grading and compaction (with a vibratory smooth drum roller) of existing VA#21A stone base along a 950'long x 8' wide new path. 2. Fine grading and compaction (with a vibratory smooth drum roller) of 27 square yard area of existing path. 3. Application of a tack coat with CRS-2 liquid asphaltic oil on joints. 4. Installation of 2" (compacted thickness) of SM-9.5AL bituminous concrete over 920 square yards. (new trail and repair areas) The County has the sole responsibility and authority for negotiating, placing and when necessary modifying every solicitation, contract and purchase order issued by the County of Frederick, VA. The County Finance Director serves as the County Purchasing Agent. In the discharge of these responsibilities, the County Finance Director has appointed the County Purchasing Manager to assist the County Purchasing Agent. Unless specifi cally delegated by the County, no other County officer or employee is authorized to order supplies or services, enter into purchase negotiations or contracts, or in any way obligate the government of the County of Frederick, VA for an indebtedness. Any purchase ordered or contract made which is contrary to these provisions and authorities shall be of no effect and void and the County shall not be bound thereby. A notice of award will be posted with the original solicitation on eVA, Virginia's eProcurement Portaland responsible Bidder. The County reserves the right to conduct any test it may deem advisable and to make all evaluations. The County also reserve the right to reject any or all bids, in whole or in part, to waive informalities and to delete items prior to making the award, whenever it is deemed in the sole opinion of the procuring public body to be in its best interest. The County reserves the right to contract with firms not party to this contract for similar goods/services if it determines this is to be in its best interest.
