The Sheboygan Water Utility, acting through its Commission, hereby gives notice that sealed Bids will be received for Water Service Replacement project in the City of Sheboygan, Wisconsin. The installation will be for approximately 53 water service replacements from water main to curbstop, 57 water service replacements from curbstop to water meter, 57 meter setting rebuilds, 53 concrete road service hole restorations, and 57 electrical grounding installations. The Sheboygan Water Utility encourages Minority-and Women-Business Enterprises (MBE/WBE) and other Disadvantaged Business Enterprises (DBE) to submit bids for this project. Contractors shall comply with the Davis-Bacon Act for all lead service lateral replacements, including meter setting rebuilds and electrical grounding. Davis Bacon requires the use of prevailing wage rates as established by the U.S. Department of Labor. Also, all work shall comply with Use American Iron & Steel requirements, and Build America Buy America requirements.When subcontracting any portion of water service lateral work, all contractors must abide by the EPA's Disadvantaged Enterprise (DBE) regulations, which includes publishing bid ads containing the required DBE language. Bid Security in the amount of not less than 5% nor more than 10% of the Bid shall accompany each Bid in accordance with the Instructions to Bidders. The Bidder to whom a Contract is awarded shall furnish a Performance Bond and a Payment Bond, each in an amount equal to the Contract Price, at the time of delivery of the executed Agreement to OWNER.
