Site work and paving for a road / highway in Herndon, Virginia. Completed plans call for site work for a road / highway; and for paving for a road / highway.

As of March 27,2024, this project has not yet been awarded. A timeline for award has not yet been established. Asphalt Concrete Paving & Milling projects located in Herndon, Virginia. The contract shall include, but not be limited to, milling of existing asphalt; asphalt paving including surface preparation, tack coat, installation of manhole riser rings, manually adjusting water valve boxes, traffic control, resident notification, restoration and removal of debris upon completion of work in the Town of Herndon. Work consists of providing labor, materials, equipment, services, and administration required in conjunction with, or properly incidental to, construction of the project. All work shall be performed in accordance with Federal, State, and Local regulations and OSHA requirements. Preparation of street surface to include milling of existing asphalt to required depths, sweeping and cleaning surface which is to receive resurfacing, install riser rings on manhole covers, manually adjust water valve boxes (as per specifications Section 02511, 3.03 F), tack coat, etc. Providing and placing hot or warm, plant-mix, Asphalt concrete overlay complying with Virginia Department of Transportation Road and Bridge Standard Specifications (Section 315) for placement of hot mix asphaltic concrete as further specified within this contract. The intent of this Invitation for Bid (IFB) is to establish a term contract with a qualified contractor for asphalt concrete paving and milling at various locations throughout the Town of Herndon. The Contractor shall provide all necessary labor, materials (unless provided by the Town), installation, equipment, trouble shooting, supervision, and related work as required or directed per Virginia Department of Transportation (VDOT) standards. If the Contractor's Proposed Change Order is rejected by the Owner as being within the scope of the Work required by the Contract Documents the Owner may, at its sole option and discretion, direct the Contractor to perform the Work which is the subject of the Proposed Change Order; the Contractor shall then promptly proceed with the Work. Nothing shall excuse the timely performance by the Contractor of the Work because any Proposed Change Order is pending. Bond Notes: Each bid must be accompanied by (1) a certified check of the Bidder made payable to the Town of Herndon or (2) a bidder's bond. The amount of the bid security will be 5% of the amount of the bid. A five percent (5%) bid bond is required; 100 percent (100%) payment and Performance bond is required from the successful bidder. Bid Security must accompany each proposal in accordance with Instruction to bidders. Bids shall be binding for sixty (60) days. The bidder shall give notice in writing of his claim of right to withdraw his bid within two business days after the conclusion ofthe bid opening procedure. Liquidity Damages: The Successful Bidder, upon his failure or refusal to execute the Contract within fifteen (15) business days after he has received notice of the acceptance of his bid, shall forfeit to the Owner the security deposited with his bid, as liquidated damages for such failure or refusal. Liquated damages for failure to comply. a) Failure to begin work within 21 days of the preconstruction meeting; b) Failure to begin work after a notice to proceed was issued; c) Failure to achieve substantial completion once milling takes place; d) Failure to cleanup within 2 days after streets are paved; Liquidated damages $250.00 per day The liquidated damages incurred by the Owner due to the Contractor's failure to complete the Work within the Contract Time, including any extensions thereof, shall be $100 per day for each consecutive calendar day beyond the Contract Time (Sundays and all holidays included) for which the Contractor shall fail to complete the Work. The liquidated damages incurred by the Owner due to the Contractor's failure to complete each activity of Work designated in Article 4.3 above within the applicable Interim Milestone date, as applicable, shall be as hereinafter stated for each Milestone, for each consecutive day beyond the milestone date (Sundays and all holidays included) for which the Contractor shall fail to complete the activity of Work: N/A The amount of liquidated damages set forth in Articles 4.3 hereinabove shall be assessed cumulatively. The items of cost included in the assessment of liquidated damages are as defined in the General Conditions. This provision for liquidated damages does not bar Owner's right to enforce other rights and remedies against Contractor, including but not limited to, specific performance or injunctive relief. Owner Rights: The Town reserves the right to declare such a bid as nonresponsive. The Bidder may hand deliver sealed bids to the designated location. The Owner expressly reserves the right to reject the bid of any Bidder if such record discloses that such Bidder, in the opinion of the Owner, has not properly performed such contracts or has habitually and without just cause neglected the payment of bills, or has otherwise disregarded his obligations to subcontractors, material men, suppliers or employees. The Owner may make such investigation as he deems necessary to determine the ability of the Bidder to perform the work, and the Bidder shall furnish to the Owner all such information and data for this purpose as requested. The Owner reserves the right to reject any bid if the evidence submitted by, or investigation of such Bidder, fails to satisfy the Owner that such Bidder is a responsive and responsible Bidder in accordance with the criteria set forth herein. Conditional bids will not be accepted. The town reserves the right to move to the next lowest bidder should any of these provisions are not met, without notice, or in the best interest of the Town. The Town reserves the right to require higher limits on any Contracts provided notice of such requirement is stated in the solicitation. The Town is to be named as an additional or co-insured. A thirty (30) day written notice of cancellation or non-renewal shall be furnished by certified mail to the Procurement Official at the address indicated on the solicitation. The Town reserves the right to accept or reject all or any part of bids, waive minor technicalities/informalities and award the contract to the responsive and responsible bidder with the lowest total extended price. Further, the Town reserves the right to award multiple contracts to more than a single responsive and responsible bidder. The Owner reserves the right to defer award of this contract for a period of up to sixty (60) days after the due date of bids. During this period of time, the Bidder shall guarantee the prices quoted in his bid. Revisions to the solicitation are made only by addendum issued by the Purchasing Office.
