Site work for a playground / park / athletic field in Richmond, Virginia. Completed plans call for site work for a playground / park / athletic field.

The purpose of this Invitation for Bid is to solicit bids for all labor, materials and equipment necessary for installation of concrete slabs for six (6) softball fields at Harry G. Daniel Park. This will also require the successful bidder to coordinate with the backstop and fence contractor as the fence posts will be incorporated within the concrete slabs. The concrete shall be six (6) inches thick and fashioned as outlined the the attached sketch in Attachment Generally, the concrete will service the area immediately behind the backstop. The area immediately next to the backstop on first and third base will be concrete areas to service bleacher and spectators. Further away from home plate on first and third base and next to the spectator area will be concrete for player dugouts. These three areas will continue without break, except for normal expansion joints. Please refer to the attached sketch for exact measurements at key points from home plate. The point of reference for all measurements should be from the back point of the existing home plate. It is important to note that the top of the concrete must be two (2) inches above existing home plate throughout the entire edge nearest home plate. The slab should drain away from the playing field at a minimum 2% slope. Finish on the concrete should be typical of sidewalk concrete Site Visits - Non-Mandatory: Bidders submitting bids who wish to make site visits in conjunction with this solicitation are asked to schedule the site visit by contacting: Vince Henderson at 804-750-4070 or 804-318-8086. Questions which may arise as a result of this solicitation may be addressed to Lisa M. Russell, Assistant Procurement Director, at (804) 751-2239, or by email to procurement@chesterfield.gov. Inquiries must be received no later than February 19, 2024, at 4:00 p.m. in order to be considered. Contact initiated by a bidder concerning this solicitation with any other County representative, not expressly authorized elsewhere in this document, is prohibited. Any such unauthorized contact may result in disqualification of the bidder from this transaction. Owner Rights: The County reserves the right to audit price extensions and/or totals, and may use corrected price extensions and/or totals after such audit to determine the apparent low bidder. In the event the goods and/or services supplied to the County are found to be defective or do not conform to specifications, the County reserves the right to cancel the order upon notice (verbal or in writing) to the Contractor or revoke acceptance of the defective or non-conforming goods and return goods to the Contractor at the Contractor's expense. No award shall be issued to a bidder who fails to provide the required information unless a waiver of these requests is granted by the chief executive of the local governing body (the County reserves the right to determine in its sole discretion whether to allow such waivers. Bid Bond: Each bid shall be accompanied by a bid bond from a Surety company satisfactory to the County Attorney, or his designee, or a Certified or Cashier's Check, made payable to: Treasurer, Chesterfield County, in an amount equal to five percent of the total bid price. Attorneys-in-fact who sign Bid Bonds must file with each bond a certified and effective dated copy of their power of attorney. Each Bid Bond and the accompanying power of attorney should bear the same date. In case of the failure of the bidder to execute the contract within the prescribed time, the County may, at its option consider the bidder in default, in which case the bid bond accompanying the bid shall become the property of the County. Performance Bond and Labor and Material Payment Bond: If the bid price is over $100,000, a labor and material payment bond and a performance bond, each in the amount of 100% of the contract price, with a corporate surety authorized to do business in the Commonwealth of Virginia and otherwise acceptable in all respects to the County Attorney, or his designee will be required for the faithful performance of the contract. (A sample of the contract is included for review). Completion of the Work - The event that occurs when (1) the work has been completed, successfully tested and approved in accordance with the contract, (2) all submittals required by the contract (including operation and maintenance manuals) have been made, and (3) all punch list items and restoration work required by the contract documents has been completed. Work to be completed as quickly as possible, with final completion no later than April 30, 2024.
