At a minimum, the Contractor shall provide all management, supervision, labor, equipment, materials, supplies, and tools necessary to perform the landscaping and grounds maintenance services in accordance with the scope of work as outlined herein. Landscaping and grounds maintenance services are to be provided to eight (8) locations. The services required at each location will vary. Maps of each area to be serviced are provided in Attachment A. The below Table 1 provides the location of each facility and the hours landscaping and grounds maintenance services may occur The Maryland Department of Public Safety and Correctional Services (DPSCS or Department) is seeking the services of a vendor to provide all management, supervision, labor, equipment, materials, supplies, and tools necessary to perform landscaping and grounds maintenance services at the Maryland Police Correctional Training Commissions (MPCTC) located at 6852 4th Street, Sykesville, Maryland, 21784. The selected vendor will be capable of performing work at the highest standards of horticultural practice and is knowledgeable on best management practices (BMPs) regarding sustainable landscaping design, native plant selection, invasive plant identification and removal, plant health, pruning, pesticide application, irrigation maintenance, and safety procedures. Services are to be provided annually from April 1 through October 31. Term of contract is for a period of three (3) years, effective April 1, 2024 through October 31, 2026 The State reserves the right to test any materials, equipment, supplies, or services delivered to determine if the specifications have been met. The materials listed in the bid or proposal shall be delivered FOB the point or points specified prior to or on the date specified in the bid or proposal. Any material that is defective or fails to meet the terms of the solicitation specifications shall be rejected. Rejected materials shall be promptly replaced The State reserves the right to purchase replacement materials in the open market. Contractors failing to promptly replace materials lawfully rejected shall be liable for any excess price paid for the replacement, plus applicable expenses, if any.
