Site work for a water / sewer project in Santa Rosa, California. Completed plans call for site work for a water / sewer project.

GENERAL WORK DESCRIPTION. Work includes site preparation and foundation construction for installation of a pre-fabricated 5,000 gallon steel tank. The project also requires piping, reconnection to, and pump replacement for a well at the site. The project will take place in mountainous terrain at Hood Mountain Regional Park and Open Space Preserve. CONTRACT TIME. Fall 2024 before the rain starts. Construction Time is expected to be 20 days for substantial completion and 30 days for full completion. REQUIRED CONTRACTOR'S LICENSE(S). At the time of bid submission, and award of the contract the Contractor shall possess a Type A - General Engineering Contractor license. REGISTRATION PURSUANT TO LABOR CODE SECTION 1725.5 REQUIRED. As of March 1, 2015, all Contractors submitting a bid proposal for this project, and any Subcontractors listed therein, must be currently registered and qualified to perform public work pursuant to Labor Code section 1725.5. The County requires proof of current registration by contractor and all listed subcontractors as a condition to bid on this project, subject only to the allowances of Labor Code section 1771.1. QUESTIONS. Technical questions related to this solicitation must be submitted in writing. Email questions to laura.saunders@sonoma-county.org with the following in the subject line: Informal Bid for Cougar Landing - Tank Replacement Site Construction. Questions will not be accepted by phone. Questions must be submitted by Thursday, August 22, 2024 BIDDERS BOND. Bidders must submit with their Bids either cash, a cashier's check, or certified check from a responsible bank in the United States, or a bidder's bond executed by an admitted surety insurer. The amount of the security shall be not less than ten percent (10%) of amount of the total Bid Price, indicated on Document Bidders Bond and Declaration Form, payable to "County of Sonoma". All Bidders choosing to submit a bidder's bond must submit it on the required form Bidders Bond-declaration. The County will reject as non-responsive any Bid submitted without the necessary Bid security. The County may retain Bid security of other than the Apparent Low Bidder for a period of 60 Days after award or until full execution of the Contract, whichever first occurs. Upon full execution of the Contract, and upon request by Bidder, the County will return to the respective unsuccessful Bidders their Bid securities and Bid bonds. PERFORMANCE AND PAYMENT BONDS. The successful bidder will be required to provide both a performance bond and a separate payment bond, each in an amount equal to 100% of the total contract amount. The forms of the bonds are set forth in the Contract Documents and all bonds must be issued by a California-admitted surety as defined in California Code of Civil Procedure Section 995.120. PREVAILING WAGE LAWS. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. The successful Bidder must comply with all prevailing wage laws applicable to the Project, and related requirements contained in the Contract Documents. Time for Completion/Liquidated Damages. Work shall commence after receipt of notice to proceed by Contractor and shall be completed by Contractor and usable by the COUNTY on or before 10 Days after receipt of notice to proceed. If the Work is not completed and usable by the COUNTY, it is understood that the COUNTY will suffer damage. In accordance with Government Code section 53069.85, being impractical and infeasible to determine the amount of actual damage, it is agreed that Contractor shall pay to the COUNTY as fixed and liquidated damages, and not as a penalty, the sum of $200.00 for each and every calendar day of delay beyond the time prescribed in the Agreement for finishing the Work. In the event this is not paid, the Contractor agrees that the COUNTY may deduct that amount from any money due or that may become due the Contractor under the Contract. The contract will be awarded to the lowest responsive, responsible bidder based on the specifications noted in the bid. The County reserves the right to reject any or all bids, to accept or reject any one or more items of a bid or to waive any irregularities or informalities in the bids or in the bidding. he County of Sonoma Regional Parks is soliciting this invitation for bids for a general contractor to replace a water tank and a 480-LF buried pipeline connecting a well with a tank and constructing the tank foundation. The project also includes repair of the well and new solar powered well pump. The project is within Hood Mountain Regional Park & Open Space Preserve, in the area known as Cougar Landing. See Location Map, Attachment 8. Water tank shall be provided by County and installed as shown on Plan Sheet C3.1 and C4.0. See Hood Mountain Regional Park, Cougar Landing - Tank Replacement Project plans, Attachment 9. Contractor will be required to coordinate with project engineer and tank manufacturer, the tank manufacturer will be responsible for delivery of tank and steel ring for tank foundation.
