The Procurement Office of the Public Building Authority of the County of Knox and the City of Knoxville, Tennessee, (hereinafter "PBA") will receive sealed proposals for the provision of Outside Plant Construction and Repair as specified herein. PBA requires requests for additional information to be routed to Brittany Daniels, Procurement Specialist. Questions may be emailed to bdaniels@ktnpba.org. Please include "Outside Plant Construction and Repair" in the subject line of the email. Suppliers shall hold their price firm and subject to acceptance by PBA for a period of ninety (90) days from the date of the proposal closing, unless otherwise indicated in their proposal. PBA reserves the right to award this RFP on an item-by-item basis, a schedule basis, an all or none basis, or by multiple award, whichever is in the best interest of PBA. PBA reserves the right to not award this solicitation. Award will be made in accordance with the evaluation criteria specified herein. Due to the nature of this solicitation PBA's Procurement Office will not accept electronically transmitted proposals through PBA's On-Line Procurement System. Facsimile and email submissions are strictly prohibited. PBA encourages the meaningful participation of minority-owned businesses. It is the intent of PBA to maintain a minimum procurement goal of 10% participation from minority-owned, women-owned, small businesses, and/or diverse businesses Responses must be in a sealed envelope/box prior to entering the Procurement Office. Procurement Office and other PBA personnel are not allowed to see the submittal nor assist in placing documents in an envelope/box. Additionally, PBA is not responsible for providing materials (e.g.: envelopes, boxes, tape) for submittals PBA reserves the right to waive minor informalities or technicalities when it is in the best interest of PBA. Scope :- PBA is seeking a contractor(s) for the provision of outside plant construction and repair services for specified PBA-managed projects including, but not limited to, aerial fiber installation, underground fiber installation, directional boring, fiber splicing, handhole installation, asphalt and concrete restoration, traffic control, and other services required by PBA. Contractors can submit proposals for a portion of the pricing, or all pricing defined in the scope of work based on capabilities and licensing. All PBA managed properties are in Knox County. The successful Contractor(s) may be required to submit a Performance Bond and a Payment Bond (each equal to 100% of the job cost) when any one project exceeds $100,000 in value. The Bonds will be returned upon the successful and satisfactory completion of the project.
