West Prospect Avenue Drainage Improvements - Upper Gwynedd Township is performing stormwater infrastructure improvements along West Prospect Avenue. In general, the work consists of, but is not limited to: installation of storm sewer structures, installation of new storm sewer piping, and asphalt pavement resurfacing. The scope of work is more fully described in the Project Specifications herein and on the Project Plans. The project site is located along West Prospect Avenue in the Township of Upper Gwynedd, Montgomery County, Pennsylvania. Bidders are required to provide Bid Security in an amount equal to 10% of the total amount bid. Bid Security may be provided in the form of a certified check, or a bid bond issued by a Surety Company licensed to transact such business in the Commonwealth of Pennsylvania. Upon award of a contract, the Successful Bidder shall provide a Performance Bond and a Labor and Materials Payment Bond, each in the amount of 100% of the awarded contract value. Upon completion of the contract, the Successful Bidder shall provide a 2-year Maintenance Bond in the amount of 100% of the final contract value. The amount of the fee due to online is either 1/3% (0.0033) of the initial contract award amount for fixed fee contracts or 1/6% (0.00166) of the expected contract value for term contracts and will be invoiced by online to the successful bidder upon award of a contract by the Local Contracting Unit. The minimum fee is set at $100.00, and the maximum fee is capped at $5,000.00. A. Base Bid - West Prospect Avenue - Drainage Improvements 1. Mobilization. i. The assembly and set-up of the general equipment required to comply with the contract and with local and state laws and regulations. This includes contractor's offices, shops, plants, storage areas, and sanitary or other facilities. This work includes obtaining the required permits, insurance, bonds, and any other initial items required for the start of the work. 2. Temporary Erosion & Sediment Controls. i. The installation and maintenance of temporary erosion control systems as shown on the Project Plans before and during construction. 3. Maintenance and Protection of Traffic. i. The Contractor shall erect or place and maintain in good condition, barricades, warning signs, lights, flares, approved yellow-flashing light units, rubber traffic cones, and other warning and danger signals and devices, appropriate and adequate for the specific needs and subject to the Engineer's approval, at working sites, closed roads, intersections, open excavations, locations of material storage, standing equipment and other obstructions, at points where the usable vehicular or pedestrian traffic width of the road or sidewalk is reduced, at points where traffic is deflected from its normal courses or lanes, and at other places of danger to vehicular or pedestrian traffic. 4. Drainage Improvements i. Installation of new storm sewer piping, and structures along West Prospect Avenue. Contractor shall install temporary paving restoration at the end of each workday. 5. Concrete Curb i. Remove and replace concrete curb, where directed on the project. New curb shall be set to the proposed elevations given on the project plans or as directed by the Engineer. In general, curb limits shall be as shown on the project plan. If there is an existing curb joint within 3 feet of the proposed limits, then the limit of curb shall be extended to the existing joint. Concrete curb shall be constructed using PennDOT Class AA Concrete, which is placed on top of a prepared, compacted subgrade. 6. Permanent Pavement Restorations. i. Remove temporary paving restorations from all trenches and excavated areas and install permanent pavement restoration comprised of a six inch (6") thick Asphalt Base Course, 25MM, PG 64S-22, 0.3 to 3 Million ESALS. No separate payment will be made for the removal of temporary paving restorations, but the cost shall be included in the various items of the proposal. 7. Asphalt Pavement Resurfacing i. Milling of asphalt road surface as shown on the Project Plans. The limits of milling shall be verified with the Borough Engineer prior to beginning milling. Roadway surface shall be milled to a 1.5" depth. Milling shall be scheduled so as to expose the street surface for only an area that will be repaired, leveled and paved within seven (7) days. No milled surface shall be exposed for more than seven (7) days. Contractor to inventory existing striping before milling. ii. The milled surface shall be inspected by the Engineer prior to commencement of any base repairs. Contractor shall provide fully loaded tri-axle for proof roll. iii. Partial Depth Base Repair, as directed by the Engineer to stabilize the subbase and subgrade for paving. The areas for base repair shall be approved and marked in paint in the presence of the Paving Foreman and the On-Site Inspector. Base repairs shall be in accordance with Section 02513 of these specifications. iv. Construction of Superpave Asphalt Scratch Course, 9.5MM, PG 64S-22, 0.3 to 3 Million ESALS, If and Where Directed. Scratch Course shall be performed to facilitate surface course grading according to the project plans in order to ensure sufficient surface drainage. The area for scratch course shall be approved and marked in paint in the presence of the Paving Foreman and the On-Site Inspector. v. Construction of a 1.5" Superpave Asphalt Wearing Course, 9.5MM, PG 64S-22, 0.3 to 3 Million ESALS, SRL-H. Pavement surface shall be graded according to the project plans in order to ensure sufficient surface drainage. Seal all pavement joints after paving. vi. Striping. Contractor shall install new striping and pavement marking in accordance with the inventory taken prior to asphalt pavement milling. 8. Record Drawings. i. Production of Record Drawings in accordance with Section 01781 of these specification Questions Due Date: Feb 26th 2024, 5:00 PM EST
