Renovation of an educational facility in South San Francisco, California. Conceptual plans call for the renovation of a educational facility.

I. Introduction The City of South San Francisco ("City") is soliciting a Request for Proposal (RFP) from architectural firms to provide planning and design services, preparation of design and construction documents and provide construction administration services for the addition of classrooms for the City's preschool program ("Westborough" or the "Project"). The addition of classrooms will supplement the existing preschool program. The project location is located at the Alice Bulos Community Center, 2380 Galway Drive, South San Francisco, California 94080. Project Description The City currently operates an existing preschool program located at the Alice Bulos Community Center located at 2380 Galway Drive, South San Francisco. The City intends to provide additional classrooms at the community center for an additional 60 students. Three new classroom buildings (or pre-fabricated or modular) with full toilet facilities within each new classroom will be build or installed at the existing Westborough site. These new structures will be located near the existing Westborough preschool program located at the community center. The existing site will have to be surveyed for placement of the prefabricated or modular or new construction classrooms. In addition, a new playground with play structures may also be added to this facility. This work will be referred to as the "Project" herein. Question Submission Deadline:February 26, 2024, 3:00pm The City is seeking a qualified firm to perform design services typical for new preschool facilities. The scope of services will include, but not be limited to, verify existing conditions, finalize, prepare design documents and issue construction contract documents for permits, bid, and construction. Construction administration services for each of the components of the Project is also required. The architectural firm will be required to retain all specialty consultants/experts, including but not limited to engineers (structural, civil, mechanical, electrical, plumbing), landscape architect, lighting, data, and communication sustainability, transportation, interior design, and cost estimating. The firm is expected to be knowledgeable of the City's building and design approval process requirements as well as State of California licensing requirements for preschool/day care facilities. The base scope of service shall include the following: 1. Review existing documents which include site surveys, staff reports and budgets. 2. Visit and review existing site and building conditions of the Project. 3. Develop and issue a design schedule including timeline for issuance of construction contract documents and documents needed for permit for submission to the City of South San Francisco. The schedule should include the typical design phases. 4. Work with City staff and other stakeholders to develop and approve program and the design for the Project. 5. Work with City staff to prepare materials needed by staff for presentation to City Council and other relevant departments. 6. Develop and issue all relevant design documents. These documents include, but are not limited to, concept drawings, schematic plans, design development documents, and construction contract documents. 7. Prepare construction permit packages for submittal to the City of South San Francisco. (Note: This project does not require a Department of State Architect (DSA) review or permit.) 8. Update and revise plans per plan check comments and obtain final approval by the authority having jurisdiction (City of South San Francisco and/or DSA. 9. Assist with the contractor bid process. 10. Provide construction administration services. The project schedule anticipates requiring design services through construction documentation including any revisions necessary to receive a building permit for both components of the Project. Construction administration is required to the completion of the project. The firm will prepare and provide to the City an active project schedule outlining all design, consultant coordination, design and team meetings, reviews, presentations, approvals, and similar activities necessary to complete the project. The firm's schedule will be incorporated into the program master schedule developed and maintained by City's project manager, Kitchell CEM. The total project budget (hard and soft costs) is approximately $9 million.
