Site work, paving and renovation of a mixed-use development in Philadelphia, Pennsylvania. Completed plans call for the renovation of a parking garage; for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.
SouthEastern Pennsylvania Transportation Authority (SEPTA) is soliciting proposals from qualified Contractors to develop and install a fully integrated Parking Access and Revenue Control System (PARCS) for SEPTA parking facilities throughout our service territory in southeastern Pennsylvania. Those facilities include 86 surface lots, one covered/structured parking lot, and 3 parking structures. All questions pertaining to this RFP must be submitted in writing to Paul Stavros via email: pstavros@septa.org. All questions must be received no later than 4:30 PM EST on Thursday, February 29, 2024. The answers to all questions submitted will be provided via an official addenda to all interested parties. Subject to SEPTA's right to reject any and all proposals and/or to negotiate separately with any firm in any manner deemed appropriate to serve its best interests. If an award is made as a result of this RFP, it will be made on the basis of the proposal which best satisfies the intent of the RFP and other factors considered in the best interests of SEPTA. The project is the furnishing, programming, installation, and configuration of a state-of-the-art Parking Access and Revenue Control System (PARCS) for Parking Payment and Management of SEPTA parking facilities including eighty-six (86) surface parking lots, one (1) covered/structured parking lot (WaWa Station), and three (3) parking structures (Frankford, Lansdale, and Norristown). The Technical Specifications (also referred to as the Scope of Services) describe in further detail the back office, hardware, software, and services required for the design, manufacture, programming, testing, installation, integrations, acceptance, and operations support and service for the new PARCS. The new PARCS will convert the current parking structures (Frankford, Lansdale, and Norristown) from a gated to un-gated system to provide a consistent parking payment experience across the SEPTA parking facilities. The new system will include key components of Multi-Space Meters (MSM), Pay-by-Mobile (PBM), Fixed License Plate Recognition (FLPR), and will include a Permit Management System. Parking payments will be enforced by Mobile License Plate Recognition (MLPR), Hand-held Citation Issuance Devices (HCID), and a Citation Management System (CMS) including a customer-facing portal for payment, adjudication, and permit management.
