General Work Description: In general, the Base Bid Work involves removal and replacement of lead containing exterior coatings and removal and replacement of interior coating systems on an existing welded steel potable water tank located at the City's Hillcrest Dr tank site. Improvements will also include the addition of a ladder safety system, removal and replacement of impressed current cathodic protection system, replacement of tank level gauge, replacement of a discharge valve, and general site safety improvements. The estimated opinion of probable construction cost for this Base Bid Work is approximately $1,000,000. The work involves complete removal of existing heavy metal-bearing coatings and recoating the interior and exterior of the City of Grover Beach 1.5 MG welded steel tank at Hillcrest Drive (Tank #3) and associated piping and appurtenances. The tank is approximately 82 feet in diameter and 40 feet tall. The work also involves inlet valve replacement, cathodic protection system demolition and replacement, removal and replacement of tank level gauge, modifications to an existing interior ladder, and installation of tank safety improvements. LOCATION OF PROJECT SITE A. The project site is located roughly 600 ft southwest of the Hillcrest Drive and Sierra Drive intersection in Grover Beach, California. - Conditions of Submitting a Bid: Bids are required for the entire Work described herein. The Contractor shall possess a Class A license at the time this Contract is awarded through Contract acceptance (Public Contract Code Section 10164). The coating applicator shall possess a Class C-33 license at the time this Contract is awarded through Contract acceptance. The Contractor and all subcontractors will be required to obtain a City of Grover Beach Business Tax Certificate at the time the Contract is awarded. This Contract is subject to state contract nondiscrimination and compliance requirements pursuant to Government Code, Section 12990. Notice to Bidders, Plans, Special Provisions, and Proposal Forms may be inspected at the Public Works Office in Grover Beach, California, and copies of said documents may be obtained on the City of Grover Beach website. No bid will be received unless it is made on a Proposal Form furnished by the City. Bids received via FAX will not be considered. Bidder's inquiries shall be submitted in writing via e-mail to the City of Grover Beach, Public Works Department, at: publicworks@groverbeach.org. The cutoff time that the City will accept bidder's inquiries is 5:00 p.m. on Tuesday March 5th, 2024. The right is reserved by the City of Grover Beach to reject any or all bids, to evaluate the bids submitted, and award the Contract to the lowest responsible bidder. The City further reserves the right to waive any informalities or minor irregularities in the bid.
