Renovation of a municipal facility in College Station, Texas. Completed plans call for the renovation of a municipal facility.
City of College Station has issued a Competitive Sealed Proposal/ Request for Proposal for Electric Distribution Construction. The City of College Station (COCS) has numerous 12.5 kV overhead power line projects that require construction. (Aztec St, Balcones Dr., William D. Fitch Parkway, Inlow- South College Station, Marion Pugh, Pebble Creek Parkway, and Rock Prairie Area). All seven (7) projects will be further described in the COCS construction drawings and staking sheets and all work is to be performed on energized lines. The total number of calendar days to be substantially complete with construction is 180 days Question Cutoff Date: 3/13/2024 12:00 PM (CT) - Questions and inquiries about this RFP should be submitted in writing via the Q&A feature available through the Brazos Valley e-Marketplace ("Bidding System"). * Hardcopy (Original): Hand-delivered proposal packages shall be submitted to the Purchasing Division in a sealed envelope marked with the RFP number, project title, and the name/address of the Offeror. Proposals delivered to the Purchasing Division via US Mail or other delivery system shall be in a sealed envelope within the mailing/shipping envelope with "PROPOSAL ENCLOSED" noted on the face of the mailing/shipping envelope. Proposal packages shall include one (1) unbound original proposal, one (1) electronic copy (PDF) of the proposal on a USB drive, a 5% bid security (see Section 14.0 Security) and other documents as required. The City of College Station (COCS) has numerous 12.5 kV overhead power line projects that require construction. The following is a list of construction projects included as part of this bid proposal. 1. Aztec St Pole Replacements Replace four (4) poles due to damage at the top of the poles. Remove security lights and transfer overhead secondary services. Transfer all primary and neutral connections to pole mounted equipment. Transfer secondary risers to new pole. COCS construction specifications included in this bid shall be used for this work. Transfer communication attachments on tangent poles only. Top dead-end and angle poles six to twelve inches above communication attachments. All digging for all new poles to be set, all conduit work, and all repulling of wire to be included. 2. Balcones Dr Pole Replacements Replace seven (7) poles along Balcones Dr. Transfer overhead secondary services. Transfer all primary and neutral connections, pole mounted equipment, primary and secondary risers to new pole. COCS construction specifications included in this bid shall be used for this work. Transfer communication attachments on tangent poles and remove poles. Top dead-end and angle poles twelve inches above communication attachments. All digging for all new poles to be set, all conduit work, and all repulling of wire to be included. 3. Feeder 5312 Pole Replacements Replace four (4) poles near William D Fitch Parkway due to woodpecker damage. Transfer overhead primary and secondary. COCS construction specifications included in this bid shall be used for this work. Transfer communications attachments and remove poles. All digging for all new poles to be set, all conduit work, and all repulling of wire to be included. 4. Inlow-South College Reconductor existing #2 ACSR with new #477 AAC. Include all primary and neutral attachments for pole mounted equipment. Five (5) poles will be replaced with new poles. All new poles will be 45ft tall, if a taller pole is called for, then bury it deeper to achieve uniform height for all poles. Install transformers and #6 duplex to feed lights. Retire all units called out in staking sheets. Transfer communications attachments on tangent poles and remove old poles. Top old poles 12" above communications attachments on angle and dead-end poles. Reuse 45ft fiberglass pole at location #17 moving it to location #9. COCS construction specifications included in this bid shall be used for this work. All digging for all new poles to be set, all conduit work, and all repulling of wire to be included. 5. Marion Pugh Line Upgrade Reconductor existing 4/0 ACSR with new #477 AAC. Four (4) poles will be replaced with new poles. Transfer all equipment to new poles as directed in staking sheets. All relocated poles are to be within ROW. COCS construction specifications included in this bid shall be used for this work. All digging for all new poles to be set, all conduit work, and all repulling of wire to be included. 6. Pole Changeouts - WDF & Pebble Creek Pkwy Replace seven (7) poles along William D Fitch Parkway and Pebble Creek Parkway. Transfer all primary and secondary risers to new poles. Include all primary and neutral connections to pole mounted equipment. COCS construction specifications included in this bid shall be used for this work. Transfer communications attachments on tangent poles and remove poles. All digging for all new poles to be set, all conduit work, and all repulling of wire to be included. 7. Rock Prairie Area OH Reconductor Reconductor existing 1/0 ACSR to 477 AAC for future feeder. Replace crossarms and upgrade framing for larger conductor. Include all primary and neutral connections to pole mounted equipment. Rework riser to current CSU specifications. COCS construction specifications included in this bid shall be used for this work. All digging for all new poles to be set, all conduit work, and all repulling of wire to be included. All seven (7) projects will be further described in the COCS construction drawings and staking sheets and all work is to be performed on energized lines.
