Year 3 Lead Service Line Replacement Program - Contract B. An original bid bond (in the amount of 5% of the original bid amount) must be delivered to the City of Elgin Purchasing Department, 150 Dexter Court no later than 12:00 PM on April 5, 2024, which sum shall be forfeited in case the successful bidder fails to enter into a binding contract and provide a properly executed contract and surety bond within 15 days after the date the contract is awarded by the City. ALERT: All bidders are required to advertise subcontracting opportunities no less than 16 days prior to the bid opening in accordance with IEPA and City requirements. The scope of work consists of approximately 700 full lead service line replacements from water main to interior water meter, and all other appurtenant work and materials necessary to complete the project throughout the City of Elgin as set forth in the bid documents. The successful bidder shall be required to furnish a satisfactory contract bond to the City of Elgin by a surety company authorized to do business in the State of Illinois covering the full amount of the contract. The successful bidder shall pay prevailing wage and shall provide certified payrolls to the City for the duration of the project. The procurement will be subject to regulations contained in the Procedures for Issuing Loans from the Public Water Supply Loan Program (35IAC Part 662), the Davis-Bacon Act (40 USC 276a through 276a-5) as defined by the United States Department of Labor, the Employment of Illinois Workers on Public Works Act (30 ILCS 570), and the "Use of American Iron and Steel" requirements as contained in Section 436 of H.R. 3547, The Consolidated Appropriations Act, 2014. Proposals withdrawn may not be resubmitted at the same letting. Each bidder shall satisfy the City as to their ability, financially or otherwise, to carry out the work. The right is reserved to reject any or all bids or to waive technicalities and any informality in any bid. For Contract B, the contractor is required to replace no less than 640 lead service lines by December 31, 2024, excluding restoration and punchlist items. All remaining improvements covered by this contract shall be substantially completed by March 31, 2025, excluding punchlist items and restoration. All final improvements covered by this contract shall be completed by June 1, 2025, including all punchlist items and restoration. An anticipated start date in June 2024. MBE (19.6%), WBE (6.9%)
