Renovation of an educational facility in Bellingham, Washington. Completed plans call for the renovation of a 76,089-square-foot educational facility.

The GC/CM will work collaboratively and proactively with the Owner and Architect to proceed with planning, design and development of the work in a manner that supports he Owner's efforts to keep costs within the Owner's budget. The GC/CM shall provide Construction Management (CM) services throughout the project, from the preconstruction period through construction and shall closely coordinate such work with the Architect and Owner. The GC/CM shall provide CM services, including but not limited to: o Assistance in identifying safe work practices and requirements for construction. o Assessing and recommending site logistics requirements. o Recommending phasing, sequencing of work and construction scheduling. o Providing cost-estimating including MACC Negotiated Support Services budgeting. o Determining and reconciling constructability issues and performing constructability analysis of the design documents prior to subcontract bidding. o Assessing alternative construction options for cost savings. o Identifying products for Value Engineering (VE) and engineering systems for life cycle cost design considerations and recommending all work necessary to support their implementation. o Participating in for Owner's design and construction document phase coordination reviews. o Prepare subcontract bid packages and manage the bidding process. In addition, the GC/CM must be familiar with the local labor and subcontracting market and be capable of working with subcontractors to generate viable pricing alternatives. The GC/CM shall provide full general contracting services for construction of the project in accordance with the requirements of the contract documents and RCW 39.10.340 through 39.10.410, except to the extent work is specifically indicated in the contract documents to be the responsibility of others. During preconstruction, design and construction phases the GC/CM actively shall participate as a member of the project team with the Owner and the Architect. The GC/CM shall be responsible for providing necessary consulting expertise to the Owner to ensure that the program scope is maximized and the construction budget and the project schedule are met. Bellingham Technical College Campus Center was constructed in 2012 under the 2006 IBC. The three-story, 76,089 sq.ft., Type II-B building includes the following spaces/uses: large group instruction space, general instruction space, computer labs, culinary arts, library, student store, and student activity/auditorium space for the College. Early in 2022 a structural issue pertaining to the operable partition in the auditorium was discovered which led to extensive evaluation of the primary structural steel framing. The ensuing evaluation found many discrepancies in the design and as-built conditions requiring relocation/rehousing of staff and instructional spaces and immediate emergency repair work of structural steel truss connection points and reinforcing of gravity system structural members. In addition to the gravity system deficiencies, it was also determined that the buildings lateral system design and construction also requires repairs. This work has been identified to include, but not limited to: construction of new and reinforcing existing foundation elements associated with existing brace frames, replacing existing braces with buckling restrained braces (BRBF), reinforcing and/or replacing braced frame members, decommissioning existing frames, and reinforcing composite elevated slab and metal roof deck diaphragms. Associated with this scope is selective demolition of interior and exterior building elements, re-roofing affected areas, and the reconstruction and refinishing of the building to preconstruction condition. Bellingham Technical Colleges goals for this project are to maintain the buildings aesthetic, while improving the primary structural framing, and re-occupying the facility prior to fall semester 2025. The Client Agency capital budget request includes or will include a request for $11,884,085 in the 2023-2025 biennium. Funding for construction is contingent upon the State Legislature enacting the 2023-25 Supplemental Budget which is expected to receive approval no later than June 30, 2024. Any inquiries or requests for information should be directed exclusively to DES and the Design Team for this project. Since this project involves repairs to the building, DES asks that the original design and construction team not be contacted directly. The scope of the structural retrofits will include the following: 1. Foundation a. Selective demolition of existing building assemblies, building systems (MEP), and site elements. b. Installation of approximately one-hundred and sixty (160) resistance piers to existing footings and BRBFs. c. Restoration of building assemblies, building systems (MEP), and site elements to pre-existing condition. 2. Buckling Restrained Braced Frames (BRBF) (Refer to Attachments) a. Selective demolition of existing building assemblies, building systems (MEP), and finishes. b. Installation of (49) Buckling Restrained Braces. The braces will have bolted connections. c. Installation of new gusset plates for all new braces. d. Installation of new 3-story frame (beams & columns), 2ft offset from gridline 10. This new frame will be located near existing braced frame 8. e. Restoration of building assemblies, building systems (MEP), and finishes to pre-existing condition. 3. Reinforcing of Existing Framing (Refer to Attachments) a. Selective demolition of existing building assemblies, building systems (MEP), and finishes. b. Reinforcing of all beams and columns at the new BRBFs. c. Reinforcing of existing shear tabs at the new BRBFs. d. Reinforcing of existing column caps at the new BRBFs. e. Installation of new beams at select locations. f. Installation of new baseplates (with steel plate shear keys) and new anchor bolts at all BRBFs. g. Restoration of building assemblies, building systems (MEP), and finishes to pre-existing condition. 4. Reinforcing of Existing Floor and Roof Diaphragms a. Selective demolition of existing building assemblies, building systems (MEP), finishes, and roof accessories. b. Installation of headed studs at BRBFs on the 2nd and 3rd floor concrete slabs. c. Installation of additional side seam fasteners at BRBFs on low-roof deck. Installation of additional fasteners to structural steel (puddle welds) throughout the entire low-roof. d. Restoration of building assemblies, building systems (MEP), finishes and re-roofing to pre-existing condition. 5. Decommissioning of Select Existing Braced Frames a. Selective demolition of existing building assemblies, building systems (MEP), and finishes. b. Cutting small gaps in two (2) Truss A braces. 4 locations total. c. Restoration of building assemblies, building systems (MEP), and finishes to pre-existing condition. The estimated MACC (maximum allowable construction cost) for the project is $11,884,085. Construction funding has been requested and is contingent on approval by the Washington State Legislature. Construction funding anticipated for approval no later than June 30, 2024.
