Fremont County Resident bidders shall be given priority consideration if the per diem amount bid by any such Fremont County Resident Bidder is not more than 5% higher than per diem amount bid by the lowest responsible and qualified Bidder who is not a Fremont County Resident Bidder. No proposal may be withdrawn for a period of sixty (60) days after the deadline for proposals.
