Removal of Trees off Runway End 13 and Runway End 31 It is anticipated the award of the project will occur on or after March 11, 2024 and the City of Emmetsburg will enter a contract thereafter all necessary contract items have been received from the contractor. Pending award of the contract, the contractor may begin cutting down so that some trees can be cut down before March 31, 2024. After March 31, 2024, the contractor will not be allowed to cut any trees until on or after October 15, 2024. The contractor shall not cut down any trees from the period between April 1, 2024 and October 14, 2024. Any trees cut down prior to March 31, 2024 will be allowed to be removed and processed after April 1, 2024 until removal operations are complete. Starting October 15, 2024 the contractor may begin cutting trees again, processing and removing trees until the all work on the contract is complete. All work on the project must be substantially completed (clearing and removal) by no later than February 28, 2025. Seeding shall be completed in the applicable growing period for the type of seed but must occur by no Later than April 15, 2025 or must follow in the applicable seeding period following the removals. Each bidder shall accompany its bid with bid security, as defined in Iowa Code Section 26.8, as security that the successful bidder will enter into a contract for the work bid upon. The bidder's security shall be in an amount equal to 5% percent of the total amount of the bid. The bid shall contain no condition except as provided in the specifications. If the bidder fails to execute the contract and to furnish an acceptable performance and payment bond or provide a Certificate of Insurance within ten (10) days after acceptance of the bid by the City of Emmetsburg, the bid security may be forfeited or cashed by the City of Emmetsburg as liquidated damages. The City of Emmetsburg reserves the right to reject any and all bids, to waive informalities or technicalities in any bid, and to enter into such contract, or contracts, as it shall deem to be to the best interest of the City of Emmetsburg.
