Basis of Award: It is the intent of the County to award this contract to the lowest responsive, responsible bidder by total bid price (sum of all items). A bidder must bid on all items to be considered for award; otherwise, the bid will be construed as incomplete and may be rejected. The County reserves the right to award on a group, item by item basis or total bid price basis, whichever is deemed to be in the County's best interest.
