Sealed proposals for the work will be received by the Floyd County Board of Education in the manner and on the date hereinafter specified for the furnishing of all labor, materials, supplies, tools, equipment, services, etc., necessary for the construction of Prestonsburg High School Turf. Each Proposal shall be submitted on forms contained in the Project Manual. Proposals shall be enclosed in a sealed envelope with the following information on the outside: Sealed Bid for the: Prestonsburg High School Turf Replacement No proposal shall be withdrawn for a period of sixty (60) days after the date of bid opening. The last date for the Architect to receive items to be addressed in any addenda is March 12, 2024, by 12:00 p.m. EST. All requests must be submitted to the Architect in writing. It is the Owner's intent to purchase significant quantities of materials through direct purchase orders. After review of bids, the Owner will issue purchase orders for major material items. Refer to the Supplemental Instructions to Bidders, General Conditions, Supplementary Conditions, additional bidding documentation and Division 1 sections for additional information. The Owner reserves the right to accept any bid, to reject any or all bids, to waive any informalities in bids received where such acceptance, rejection, or waiver is considered to be in the best interest of the Owner or to reject any bid where evidence or information submitted by the bidder does not satisfy the Owner that the bidder is qualified to carry out the details of the Contract Documents. The Owner's desire to waive irregularities and informalities as to a bid shall be reviewed and final judgement made by the Kentucky Department of Education, Division of Facilities Management, prior to approval of the contract and financing plan. State Wage Rates are not applicable. Conflicts of interest, gratuities and kickbacks are defined in KRS 45A.445 and as provided for in KRS 45A.455 are absolutely prohibited. Preference for resident bidders shall be given as outlined in KRS 45A.90 to 45A.94. This project scope includes the removal and disposal of the existing synthetic turf playing field and installation of a new infill synthetic turf athletic field at Prestonsburg High School. Work includes laser grading of the existing stone field base, installation of the new infill synthetic turf athletic playing field with markings for high school football, installation of a new pole vault box, and miscellaneous field equipment. The existing field system is separated from the adjacent running track by an existing concrete curb and attached to an existing pressure treated nailer board.
